What are the standards of professional ethics for Class I primary school teachers from May 30, 2023?

Currently, the standard of professional ethics for Class I primary school teachers from May 30, 2023 shall follow Clause 2 Article 5 of Circular 02/2021/TT-BGDĐT.

Pursuant to the provisions of Clause 12 Article 2 of Circular 08/2023/TT-BGDĐT as follows:

Amending and supplementing a number of articles of Circular No. 02/2021/TT-BGDĐT dated February 02, 02 of the Ministry of Education and Training stipulating codes and standards of professional titles and appointment and salary classification of teachers working in public primary schools

12. Annul ... Clause 2 of Article 5.

Pursuant to Clause 1, Article 2 of Circular 08/2023/TT-BGDĐT as follows:

Amending and supplementing a number of articles of Circular No. 02/2021/TT-BGDĐT dated February 02, 02 of the Ministry of Education and Training stipulating codes and standards of professional titles and appointment and salary classification of teachers working in public primary schools

1. Article 2a is added after Article 2 as follows:

"Article 2a. Standards of professional ethics

1. Abide by the guidelines and policies of the Party, laws of the State, and regulations of branches and localities on primary education.

2. Regularly cultivate morality, uphold the sense of responsibility, preserve the quality, honor, and prestige of teachers; be exemplary before students.

3. Love, fairly, and respectfully treat students; protect the legitimate rights and interests of students; unite, and help colleagues.

4. Strictly comply with regulations on general responsibilities and obligations of public employees and regulations of the Ministry of Education and Training on teacher ethics.

Accordingly, from May 30, 2023, the separate standards of professional ethics for Class I primary school teachers shall be annulled and the common standards of professional ethics for all titles under the above regulation shall be applied.

What are the qualification standards for Class I primary school teachers in Vietnam from May 30, 2023?

Pursuant to the provisions of Clause 3 Article 5 of Circular 02/2021/TT-BGDĐT ( Point a is amended by Clause 5 Article 2 of Circular 08/2023/TT-BGDĐT, Point b is amended by Clause 2 Article 2 of Circular 08/2023/TT-BGDĐT) as follows:

Class I primary school teacher - Code: V.07.03.27

3. Qualification standards

a/ Have a bachelor's degree or higher in teacher training for primary school teachers.

In case there are not enough teachers with bachelor's degrees in teacher training, they must have bachelor's degrees in appropriate majors and certificates of pedagogical training for primary school teachers according to the program promulgated by the Minister of Education and Training;

b/ Possess a retraining certificate according to the professional title standards of primary school teachers.

Accordingly, the qualification standards for Class I primary school teachers in Vietnam from May 30, 2023 are:

- Have a bachelor's degree or higher in teacher training for primary school teachers.

In case there are not enough teachers with bachelor's degrees in teacher training, they must have bachelor's degrees in appropriate majors and certificates of pedagogical training for primary school teachers according to the program promulgated by the Minister of Education and Training;

- Possess a retraining certificate according to the professional title standards of primary school teachers

4. Professional competence standards

a) Actively and proactively implement and propagate advocacy and guide colleagues to implement the guidelines, lines, policies and laws of the Party and State, regulations and requirements of branches and localities on primary education in assigned tasks;

b) Be proactive, flexible and creative in implementing education anr training plans to suit students, schools and localities; support colleagues to implement their teaching and education plans well;

c) Actively and proactively share experiences, guide and support colleagues, students' parents and the community to improve the effectiveness of student's education;

d) Be able to evaluate or guide colleagues to make applied pedagogical scientific research products at the district level or higher;

dd/ Be able to apply information technology to professional activities; use foreign languages or use ethnic minority languages as required by the job position

e) Have been recognized as an Emulation Fighter of the Ministry, Department, and Central or Provincial Authority or higher; or certificate of merit from provincial level or higher; or have been recognized as good teacher, good homeroom teacher, good teacher in charge of the Ho Chi Minh Young Pioneers from district level or higher;

g) A public employee who takes the examination or consideration for rank promotion to the professional title of Class I primary school teacher (code V.07.03.27) must have held the professional title of Class II primary school teacher (code V.07.03.28) or equivalent for full 06 (six) years or more as of the expiration date for submitting the application for examination or consideration for rank promotion."

According to the above regulations, the new contents in the professional competence standards for Class I primary school teachers in Vietnam from May 30, 2023 are:

- Be able to apply information technology to professional activities; use foreign languages or use ethnic minority languages as required by the job position

- A public employee who takes the examination or consideration for rank promotion to the professional title of Class I primary school teacher (code V.07.03.27) must have held the professional title of Class II primary school teacher (code V.07.03.28) or equivalent for full 06 (six) years or more as of the expiration date for submitting the application for examination or consideration for rank promotion.

Circular 08/2023/TT-BGDĐT takes effect from May 30, 2023.
