What are the newest instructions for taking tests for issuing Class A1 motorcycle driving licenses in Vietnam?

Under the provisions of Clause 1, Article 16 of Circular 12/2017/TT-BGTVT, Class A1 motorcycle driving licenses shall be issued to persons controlling two-wheeled motorbikes with cylinder volume from 50 cm3 to less than 175 cm3.

Firstly, to take tests for issuing Class A1 motorcycle driving licenses, candidates shall apply for taking tests for issuing Class A1 motorcycle driving licenses.

Persons wishing to take tests for issuing Class A1 motorcycle driving licenses must submit 01 set of application for taking tests for issuing Class A1 motorcycle driving licenses to the Driving Test and Training Center.

After receiving all documents of learners, the Driving Training and Test Center will make a list of learners and send them to the Department for Roads of Viet Nam or the Department of Transport to prepare to organize the tests for learners.

Thus, persons wishing to take tests for issuing Class A1 motorcycle driving licenses can apply at Driving Test and Training Centers established under the law.

Candidates may apply to the nearest Driving Test and Training Center without being obliged to submit the applictaion to the Driving Test and Training Center at the place of residence (permanent or temporary residence).

(*) Application for taking tests for issuing Class A1 motorcycle driving licenses

Under the provisions of Article 9, Circular 12/2017/TT-BGTVT, supplemented by Clause 2, Article 2, Circular 01/2021/TT-BGTVT, the application for taking tests for issuing Class A1 motorcycle driving licenses in Vietnam includes:

(1) Application for learning, test and issuance of driving license according to form prescribed in Appendix 7 enclosed with Circular 12/2017/TT-BGTVT;

(2) A copy of people’s identity card, citizen’s identity card or unexpired passport for Vietnamese citizens; a copy of unexpired passport for overseas Vietnamese;

(3)A copy of passport valid for more than 06 months and temporary residence card/permanent residence card/diplomatic identity card/official identity card for foreigners;

(4) Health certificates issued by competent medical facilities as prescribed.

In addition, in case ethnic minorities who cannot read and write Vietnamese and apply for tests for issuing Class A1 driving licenses, make 01 application and submit it directly to the training facility. The application includes:

- A copy of the valid ID card or citizen ID card or passport with the number of the ID card or citizen ID card for Vietnamese; valid passports for overseas Vietnamese;

- The driver's health certificate issued by a competent medical facility according to regulations.

- A certificate from the People's Committee of the commune, ward or township where they reside, certifying that ethnic minorities cannot read and write Vietnamese according to the form specified in Appendix 24 promulgated together with Circular 12/2017/TT-BGTVT; the certificate is valid for 01 year from the date of signing the certification; The individual signs or points to the acknowledgment.

After registeration for taking tests for issuing Class A1 motorcycle driving licenses, candidates will proceed to study theory and practice.

Finally, candidates will be scheduled to take tests for issuing Class A1 motorcycle driving licenses.

According to the provisions of Clause 3, Article 21 of Circular 12/2017/TT-BGTVT supplemented by Points a and b, Clause 13, Article 1 of Circular 38/2019/TT-BGTVT, the contents of tests for issuing Class A1 motorcycle driving licenses include:

(1) Theory test:

Currently, the theory test consists of 25 theoretical questions related to the provisions of road traffic law and driving techniques.

Note:Candidates who take tests for Class A1 driving licenses and have the driving license granted by transport authorities are exempted from theory tests.

(2) Practical test:

Candidates shall control their cars through four test lessons: driving through 8 diagram, through a straight line, through roads with marks of obstacles, and through rough roads.

Driving tests carried out through traffic situation simulator: Driving test candidates shall respond to simulation situations on the computers.

Driving test candidates must drive the tricycle through in a zigzag.

In 2024, what fees are persons taking tests for issuing Class A1 motorcycle driving licenses in Vietnam required to pay?

According to the provisions of Circular 37/2023/TT-BTC, takers of tests for issuing Class A1 motorcycle driving licenses are required to pay the following fees:

- Theory test: 60 000 VND/time.

- Practical test: 70 000 VND/time.

- Fee for issuance of motorcycle driving licenses (direct application): 135 000 VND/time. For online application, from 01/12/2023 to 31/12/2025, the fee for issuance of motorcycle driving licenses is 115,000 VND/time

In addition, individuals will also pay some fees such as medical check-up costs, photo costs, application-making fees at the driving test center (if using services for making the application for a motorcycle driving license), and practical fees on the field,...
