2. Senior kindergartens and independent senior kindergarten classes for children aged 03 – 06 years;
3. Combined kindergartens and independent preschool classes for children aged 03 months – 06 years.

Thus, preschool education institutions in Vietnam include:

- Junior kindergarten centers and classes for children aged 03 – 36 months;

- Senior kindergartens and independent senior kindergarten classes for children aged 03 – 06 years;

- Combined kindergartens and independent preschool classes for children aged 03 months – 06 years.

What are the methods of preschool education applied by preschool teachers in teaching children in Vietnam?

According to the provisions of Article 24 of the Law on Education 2019 on the requirements on contents and methods of preschool education:

1. The contents of preschool education must be suited to the psycho-physiological development of children; balanced between nurturing, caring and educating, with a view to helping children to develop physically, emotionally, intellectually and aesthetically and to know how to respect differences; suitable with different age groups and transferable to primary education.
2. The methods of preschool education are prescribed as follows:
a) Junior kindergartens must enable children to proactively participate in activities and play, creating a bond between adults and children; stimulate the development of the senses, emotions and psycho-physiological functions;
b) Senior kindergartens must enable children to play, experience, explore and discover the surrounding environment in different ways, satisfying the needs and interests of children.

Thus, the methods of preschool education applied by preschool teachers include:

According to the provisions of Article 23 of the Law on Education 2019 on the position, roles and objectives of preschool education:

1. Preschool education is the first educational level in the national educational system that sets the foundation for the comprehensive development of the Vietnamese and carries out the nurturing, caring and educating of children from 03 months to 06 years of age.
2. The objectives of preschool education are to help children develop physically, emotionally, intellectually and aesthetically, in order to shape the initial elements of personality as well as to prepare children for the first grade.

Thus, preschool education must aim to help children develop physically, emotionally, intellectually and aesthetically, to shape the initial elements of personality as well as to prepare children for the first grade.

May preschool teachers in Vietnam insult the honor and dignity of children?

According to the provisions of Clause 1, Article 22 of the Law on Education 2019, the prohibited acts are as follows:

Prohibited activities in educational institutions
1. Disrespect of dignity and honor, committing physical assault towards teachers, staff, labor workers of educational institutions and learners.
2. Distortion of educational content.
3. Cheating in learning, testing, examination, admission.
4. Smoking; alcohol consumption; security and order disruption.
5. Forcing students to take extra classes for money.
6. Forcing contributions in cash or in kind in the name of educational sponsorship or support.

According to the above provisions, Vietnamese law strictly prohibits disrespect of dignity and honor, and committing physical assault towards teachers, staff, labor workers of educational institutions, and learners.

Under the provisions of Article 27 of the Charter of Preschools issued together with Circular 52/2020/TT-BGDDT:

Tasks of teachers
1. Protect the safety of children's physical, mental, and lives during their time at school.
2. Perform the work of nurturing, caring, and educating children in accordance with the educational program for preschools.
3. Preserve the virtue, honor, and reputation of educators; treat fairly and respect the personality of children; protect legitimate rights and benefits of children; unite and help colleagues; perform etiquette principles of teachers and regulations on educators’ morality as per regulation.
4. Disseminate scientific knowledge about raising children for parents of children; proactively cooperate with families of children in performing educational objectives for children.
5. Conduct self-study and advanced training to improve the professional capability in nurturing, caring, educating children.
6. Perform regulations of the school and other regulations of the law.

Under the above regulations, preschool teachers must preserve the virtue, honor, and reputation of educators; treat fairly and respect the personality of children; and protect legitimate rights and benefits of children.

At the same time, under Article 31 of the Charter of Preschools issued together with Circular 52/2020/TT-BGDDT:

Behaviour, etiquette, and outfits of teachers and staff
1. The behavior and etiquette of teachers and staff shall comply with regulations of the education authority and the law. Teachers and staff shall not:
a) Insult the honor or dignity or infringe on the body of children and colleagues;
b) Conduct unfair treatments for children;
c) Twist the educational content;
d) Skip working hours or teaching sessions; arbitrarily crop the program for children’s nurture, care, and education;
dd) Do private matters while organizing activities of nurturing, caring, and educating children.
e) Smoke, drink alcohol, or use other stimulants while participating in activities of nurturing, caring, and educating children.
2. Outfits of teachers and staff must be appropriate and meet the requirements for nurturing, caring, and educating children and requirements on office outfits.

Thus, preschool teachers are not allowed to insult the honor and dignity of children, and infringe on children's bodies.

From the above provisions, preschool teachers are not allowed to insult the honor and dignity of children. Insulting the honor and dignity of children is a violation against the law and contrary to the duties of teachers according to the law.
