What are the latest requirements for issuing a motor vehicle inspector certificate in Vietnam?
Pursuant to the provisions of Clause 1 Article 14 of Decree 139/2018/ND-CP (amended by Points a and b, Clause 13 Article 1 of Decree 30/2023/ND-CP, whose phrase is replaced by Clause 2 Article 2 of Decree 30/2023/ND-CP), the latest requirements for issuing a motor vehicle inspector certificate in Vietnam are:
- Qualifications:
Obtaining a bachelor’s degree in mechanical engineering, the training program shall cover the following subjects: automotive theory, automotive structures, structure calculation, technical maintenance, internal combustion engine, automotive electricity or equivalent subjects.
If there are some subjects that are not covered by the above program, they may be trained at higher education institutions;
- Having experience at least 12 months of probation as an inspector in the registration unit after completing training according to contents specified in the Ministry of Transport.
If the student has direct experience in automobile maintenance and repair at a motor vehicle warranty and maintenance center for manufacturers/assemblers/importers according to regulations of Decree No. 116/2017/ND-CP dated October 17, 2017 of the Government on requirements for manufacturing, assembly and import of motor vehicles and trade in motor vehicle warranty and maintenance services with total working time (cumulative) that is from 12 months to 24 months, the probation period is 06 months, with total working time (cumulative) that is over 24 months, the probation period is 03 months. The motor vehicle warranty and maintenance center, according to the working contract with the student and social insurance records shall confirm and take responsibility for the student's working time at the center.
- Having passed the inspector test as prescribed by the Ministry of Transport. The inspection test result shall be recorded using Form in Appendix IV issued herewith;
- Having a driving license that remains effective.
What are the latest requirements for issuing a high-level motor vehicle inspector certificate in Vietnam?
Pursuant to the provisions of Clause 2 Article 14 of Decree 139/2018/ND-CP (whose phrase is replaced by Clause 2 Article 2 of Decree 30/2023/ND-CP), the latest requirements for issuing a high-level motor vehicle inspector certificate in Vietnam:
- Qualifications: Obtaining a bachelor’s degree in mechanical engineering, the training program should cover the following subjects: Automotive theory, automotive structures, structure calculation, technical maintenance, internal combustion engine, automotive electricity or equivalent subjects.
- Have experience of at least 36 months as an inspector;
- Having passed the high-level inspector test as prescribed by the Ministry of Transport.
What are the procedures for issuing a motor vehicle inspector certificate in Vietnam?
Pursuant to the provisions of Article 15 of Decree 139/2018/ND-CP, there is a phrase replaced by Clause 2, Article 2, Decree 30/2023/ND-CP, amended by Point a, Clause 14, Article 1 of the Decree 30/2023/ND-CP, the procedures for issuing a motor vehicle inspector certificate in Vietnam are carried out as follows:
Step 1: Persons who meet the requirements for issuing a motor vehicle inspector certificate may make requests to the Vietnam Register for the issue of the inspector certificate.
The application includes:
- Application form for issuing a motor vehicle inspector certificate
- Resume according to the form in Annex III enclosed herewith (in case of applying for the first issuance or re-issuance after revocation);
- Copies extracted from the master register or authenticated copies or copies enclosed with originals of first university degrees, transcripts;
- Written confirmation of the probation period of the inspector issued by the registration unit; written confirmation of the warranty and maintenance center if any;
- One (01) color 4x6 photo, taken for no more than six months
Step 2: The Vietnam Register receives and checks the application
Within three working days of receipt of the application,
+ If the application is satisfactory, the Vietnam Register shall give notification to the applicant of the time for performing an assessment of professional competence and knowledge of relevant standards,
+ If the application is unsatisfactory, there must be a written response clearly stating the reason;
Step 3: The Vietnam Register shall carry out the assessment and record the inspector's performance in the assessment record
If the performance is satisfactory, the inspector certificate shall be issued within five working days from the date of assessment.
Otherwise, the applicant may make a request to the Vietnam Register for re-assessment after one month from the date of assessment;
Note: Receiving applications and giving processing results shall be carried out in person at the Vietnam Register, by post, or through other suitable forms.
