What are the instructions for checking the status of issuing chip-based citizen ID cards through the National Public Service Portal in Vietnam?

The National Public Service Portal in Vietnam is a website to support citizens in effectively carrying out procedures and looking up information related to public administrative procedures, ensuring safety and authenticity. Citizens can also check the status of issuing citizen ID cards through the National Public Service Portal. However, people have to register an account to log in to the Public Service Portal before or can register here.

Citizens can check the status of issuing citizen ID cards through the National Public Service Portal on both a computer and a phone in the following steps:

Step 1: Access the National Public Service Portal.

Step 2: Log in to the National Public Service Portal.

Step 3: Select “application lookup”.

At the main interface of the Public Service Portal, click on “Information and Services” and select “Application lookup” to check the status of issuance of chip-based citizen ID cards as instructed.

Step 4: Fill in the application lookup information

- Application code that is the number under the barcode: Check on the appointment letter to return the status of the police authority where the citizen applies for issuing a citizen ID card.

- A security code is a series of numbers next to the right of the security code. This number sequence is not fixed but will change with each trading session.

- Complete the above 2 items, and click Lookup.

Step 5: Get the lookup results.

The system will return the status of issuing chip-based citizen ID cards.

Note: In case the applicant is not issued an appointment letter or does not know the application code, she/he cannot use this lookup method.

Where will Vietnamese citizens apply for chip-based citizen ID cards?

Pursuant to Article 26 of the Law on Citizen Identity 2014 as follows:

Places for carrying out procedures for issuance, renewal and re-issuance of citizen identity cards
Citizens may choose any of the following places for carrying out procedures for issuance, renewal or re-issuance of citizen identity cards:
1. The citizen identification management agency of the Ministry of Public Security;
2. Citizen identification management agencies of Public Security Departments of provinces and centrally run cities;
3. Citizen identification management agencies of Public Security Divisions of rural districts, urban districts, towns and provincial cities or equivalent administrative units;
4. When necessary, competent citizen identification management agencies shall carry out procedures for the issuance of citizen identity cards at communes, wards, townships, agencies, units or citizens’ places of residence.

Accordingly, citizens can apply for chip-based citizen ID cards at the following places:

- The citizen identification management agency of the Ministry of Public Security;

- Citizen identification management agencies of Public Security Departments of provinces and centrally run cities;

- Citizen identification management agencies of Public Security Divisions of rural districts, urban districts, towns and provincial cities or equivalent administrative units;

When necessary, competent citizen identification management agencies shall carry out procedures for the issuance of citizen identity cards at communes, wards, townships, agencies, units or citizens’ places of residence.

What is the time limit for issuing chip-based citizen ID cards in Vietnam?

Pursuant to the provisions of Article 11 of Circular 60/2021/TT-BCA as follows:

Time limit for processing applications for issuance, renewal and re-issuance of citizen identity cards
1. For applications received by district-level police authority or the Police Department for Administrative Management of Social Orde, within 02 working days after receiving complete applications, electronic data must be processed and transferred to the National Data Center on Population.
2. At the Police Department for Administrative Management of Social Order:
a) With regard to electronic data transferred by the application-receiving unit of the Provincial-level Police authority, within 03 working days after receiving sufficient electronic data, the Director of the Police Department for Administrative Management of Social Order must complete the processing, approve and print complete citizen identity cards;
b) For applications received by the National Data Center on Population, within 04 working days from the date of receipt of the application, the processing, approval and printing of complete citizen identity cards must be completed;
c) Within 02 working days after printing of complete citizen identity cards, citizen identity cards must be delivered to the places of issuance, renewal and re-issuance of citizen identity cards.

According to the above regulations, the time limit for issuing chip-based citizen ID cards in Vietnam is prescribed as follows:

- For applications received by district-level police authority or the Police Department for Administrative Management of Social Order, within 02 working days after receiving complete applications, electronic data must be processed and transferred to the National Data Center on Population.

- At the Police Department for Administrative Management of Social Order:

- With regard to electronic data transferred by the application-receiving unit of the Provincial-level Police authority, within 03 working days after receiving sufficient electronic data, the Director of the Police Department for Administrative Management of Social Order must complete the processing, approve and print complete citizen identity cards;

- For applications received by the National Data Center on Population, within 04 working days from the date of receipt of the application, the processing, approval and printing of complete citizen identity cards must be completed;

- Within 02 working days after printing of complete citizen identity cards, citizen identity cards must be delivered to the places of issuance, renewal and re-issuance of citizen identity cards.

In addition, Article 25 of the Law on Citizen Identity 2014 also stipulates the time limit for issuing citizen identity cards as follows:

- Seven working days, in cities or towns, in case of issuance and renewal; or 15 working days, in case of re-issuance;

- Twenty working days, in highland mountainous, border, and island districts for all cases;

- Fifteen working days, in remaining areas for all cases;

However, in fact, based on the situation, the number of applications for issuing citizen identity cards received, the time limit for issuing citizen identity cards may be longer than the prescribed time limit.
