Vietnam: What are the general conditions for a training institution to open bachelor, master or doctoral degree programs according to the latest regulations in 2022?
According to the provisions of Article 3 of Circular 02/2022/TT-BGDĐT, a training institution must satisfy the general conditions when opening bachelor, master or doctoral degree programs at university, including:
Conditions on training majors and training levels prepared to open at university in Vietnam
- Be suitable for human resource needs for socio-economic development of the locality, region and the whole country and of the training field to ensure international integration; ensure conformity with human resource development planning approved and announced by ministries, branches, localities or official reports of competent state agencies (if any), in line with functions, mission and development strategy of the training institution;
- Include in the list of training industry statistics (except cases that have separate regulations of the Government or the Prime Minister); the proposal to add new majors to the list of training majors in accordance with the Circular on the list of statistics of training majors of higher education.
Conditions on staffs
- Have a sufficient number of lecturers, ensure the quality to organize the training programs (including full-time lecturers and guest lecturers), meet the requirements of the teaching staff according to regulations on training program standards of training levels, fields, groups of industries and training disciplines, in which guest lecturers (calculated for each academic year) only undertake a maximum of 30% of the teaching volume in each part of the training program;
For training majors in the Arts (specified in Appendix 1 issued together with this Circular), guest lecturers can undertake up to 40% of the teaching volume in each component of the training program. ;
- For training majors for Vietnamese ethnic minority languages teachers, training majors in Vietnamese language, literature and culture, training majors in foreign languages, literature and culture, and sports and fitness training (as specified in the Statistical List of training industries), the training majors in the field of Arts shall comply with the provisions of Point a of this Clause and the following regulations:
+ Lecturers with the title of People's Artist or People's Artisan or People's Teacher awarded by the State, concurrently holding a master's degree consort with the proposed training field can replace a lecturer with doctoral degree and is not a lecturer in charge of developing and organizing the teaching of training programs (for opening majors at university level); or concurrently holding a doctoral degree in a discipline relevant to the proposed training field, which can replace a lecturer with the title of associate professor and is not a lecturer in charge of developing and organizing the teaching of the training program. ;
+ Particularly, the Vietnamese ethnic minority language training major belongs to the group of Vietnamese language, literature and culture majors, the lecturers are ethnic minorities or people with knowledge of ethnic minority languages and cultures suitable to the language and culture of the ethnic minorities of the training sector to be opened, concurrently having a master's degree can replace the lecturer with a doctorate degree and not the one who is in charge of developing and organizing teaching training programs (for opening majors at university level); or concurrently holding a doctorate degree, they can replace a lecturer who holds the title of associate professor and is not a lecturer in charge of developing, organizing and teaching training programs.
- For training majors in the field of Health (as specified in the List of statistics of training disciplines), lecturers and instructors of practice subjects and modules related to medical examination and treatment must have a certificate of medical examination and treatment practice, have been working directly at medical examination and treatment establishments that are eligible to be practice establishments in specialized training in the field of health according to the Government's regulations on organizing practical trainin in health sector.
Conditions of facilities
- Have facilities, equipment, libraries, and textbooks meeting the requirements of teaching, learning and research as required by the training program, and meeting the requirements for facilities as prescribed by the standards. the training program of the field, group of disciplines, the training branch and the provisions of this Circular;
- Have fully classrooms, laboratories, practice rooms, experimental production facilities, information technology systems, learning support management systems, training management and necessary equipment to meet for teaching, learning and scientific research as required by the training program, appropriate to the training scale at each training level, and must have a plan to use classrooms, laboratories, practice with specific area and equipment of each laboratory, practice in accordance with the number of students practicing, experimenting at each table and each device in each laboratory, practice room, appropriate to the scale training according to the requirements of the training program for each academic year of the course;
- Have a contract of cooperation in practical training and internship with practice and internship establishments outside the school in accordance with the teaching, learning and scientific research plan for the whole course; Practice establishments for training in the health sector must have a contract in principle on practical training to ensure compliance with the Government's regulations on organization of practical training in health sector training. ;
- Have a traditional library and an electronic library to ensure sufficient textbooks and supporting documents for teaching, learning and research of lecturers and learners; have the right to access domestic databases on books and scientific journals related to the training industry, meeting the requirements of the industry and training level, suitable to the training scale; from the academic year 2023 - 2024 onwards, it is mandatory for the training institution to have the copyright to access international databases of books and scientific journals related to the training industry, meeting the requirements of the industry and training level, suitable to the training scale;
- Have a website that publishes sufficient information required to be disclosed in accordance with the provisions of the Ministry of Education and Training and other relevant provisions of law.
Other General Conditions
- The training program of the proposed open sector is developed, appraised and promulgated in accordance with the regulations of the Ministry of Education and Training, meeting the standards of training programs of the field, group of disciplines, training and in accordance with the Vietnam National Qualification Framework.
- The training institution already has a specialized unit at the faculty level or equivalent to manage professional activities, lecturers, learners and other management tasks for the training sector to be opened.
- The training institutions must meet the minimum requirements and conditions under current regulations of the Ministry of Education and Training to be ready to switch to online teaching to ensure training quality as prescribed.
- The school council has passed a resolution approving the policy of opening the training branch of the training institution. In case the training institution does not have a school council, it must obtain a written approval of the policy on opening a training branch from the agency directly managing the training institution.
