According to Decision 1416/QD-EVN on adjusting the average retail electricity price, the average retail electricity price is 2006.79 VND/kWh (excluding VAT) from 9/11/2023. This adjustment is equivalent to an increase of 4.5% compared to the current average retail electricity price.
Thus, electricity prices in Vietnam applied from November 9, 2023 officially increased by 4.5% compared to current prices. Accordingly, the retail electricity tariff for domestic purpose after increase on November 9, 2023 is specified as follows:

What are the beneficiaries of support in electricity bills in Vietnam?
Pursuant to Clause 2 Article 1 of Circular 190/2014/TT-BTC, the beneficiaries of support in electricity bills in Vietnam are one of the following households:
- Poor households are approved by competent authorities according to the criteria specified in Decision 09/2011/QD-TTg and documents amended, supplemented or replaced if any; in case the locality has poor households according to local standards higher than the national poverty standards, the actual poverty standards in each locality shall be complied with, funding for electricity bill support for the number of poor households whose poverty line is higher than the national standard shall be guaranteed by the local budget in accordance with the Law on State Budget.
- Social policy households approved by competent authorities according to the criteria specified in Decision 60/2014/QD-TTg and documents amended, supplemented or replaced if any, are not in the category of poor households mentioned above.
According to the provisions of Article 2 of Circular 190/2014/TT-BTC, the support level, support method and implementation time are as follows:
- Each poor household and social policy household is only entitled to one level of electricity support. The monthly electricity bill support level is equivalent to 30 kWh of electricity used according to the current retail electricity price for domestic purpose of level 1 is VND 46,000/household/month.
When competent authorities decide to adjust the retail electricity price for domestic purpose of level 1 to increase or decrease compared to the current, the People's Committees of provinces and centrally-run cities shall promptly adjust the monthly electricity support level equivalent to the electricity bill using 30 kWh calculated according to the adjusted retail electricity price for domestic purpose of level 1.
- Methods of electricity bill support for poor households and social policy households: Pay directly in the form of monetary support quarterly to poor households and social policy households.
- The implementation time of the electricity bill support policy for poor households and social policy households shall be implemented from June 01, 2014 as prescribed in Decision 28/2014/QD-TTg dated April 07, 2014 of the Prime Minister of Vietnam.
What are the principles of formulation of the structure of electricity tariff in Vietnam?
According to the provisions of Article 3 of Decision 28/2014/QD-TTg, the principles of formulation of the structure of electricity tariff in Vietnam are as follows:
- The retail electricity price is regulated in detail for each group of electricity customers, including production, business, administration, and domestic activities;
- The retail electricity price by voltage levels (from 110 kV or higher, from 22kV to less than 110kV, from 6 kV to less than 22 kV and 6 kV) applied to the groups of customer production of consumer groups, business, administrative and customers, including production, business and administration.
- The retail electricity price based on the time of electricity use for the purpose of production and business at voltage levels applied for qualified electricity customers;
- The retail electricity price for groups of electricity customers includes 06 levels with gradually increasing prices in order to encourage the saving and efficient use of electricity;
- The retail electricity price with the use of a prepayment meter shall be applied when the technical conditions are favorable for group of temporary and short-term electricity customers using electricity for domestic purposes.
- Poor households based on the criteria specified by the Prime Minister of Vietnam are supported with electricity cost for domestic purposes; the monthly support level is equivalent to the electricity bill for the use of 30 kWh calculated by the current retail electricity price of level 1;
- The social policy households based on the criteria specified by the Prime Minister of Vietnam (not subject to poor households supported with electricity cost under the provisions in Clause 6 of this Article) and with the electricity volume used for domestic purpose in a month of no more than 50 kWh shall be supported with electricity cost equivalent to the cost of use of 30 kWh calculated by the current retail electricity price of level 1;
-. The funds for supporting the electricity cost for the poor households and social policy households are deducted from the State budget;
- Application of electricity price in the area of national grid connection for electricity customers in rural, mountainous areas, borders and islands without national power grid.
The difference in cost of electricity units by applying the uniform electricity prices nationwide lower than the electricity business and production cost shall be included in the nationwide general electricity cost for the areas purchasing electricity from Vietnam Electricity; for the areas not purchasing electricity from Vietnam Electricity, the difference of cost shall comply with the Prime Minister of Vietnam’s regulations;
