1. Breakthrough duties
a) Continue to institutionalize the Party policies and guidelines on ethnic affairs and ethnic policies; review and perfect the system of policies and laws related to ethnic minorities; improve the effectiveness and efficiency of the state management of ethnic affairs.
b) Develop appropriate mechanisms and policies to promote the advantages, potentials and characteristics of ethnic minorities and mountainous areas, towards sustainable development and promote the spirit of self-strengthening and self-reliant of ethnic minorities in socio-economic development, rapid and sustainable poverty reduction, and assurance of national defense and security.
c) Regarding human resource development
