1. Breakthrough duties

b) Develop appropriate mechanisms and policies to promote the advantages, potentials and characteristics of ethnic minorities and mountainous areas, towards sustainable development and promote the spirit of self-strengthening and self-reliant of ethnic minorities in socio-economic development, rapid and sustainable poverty reduction, and assurance of national defense and security.
c) Regarding human resource development
