On October 30, 2023, the Minister of Public Security has just issued Circular 56/2023/TT-BCA promulgating the National Technical Regulation on fire prevention and fighting equipment.
Pursuant to Article 2 of Circular 56/2023/TT-BCA clearly states the effect of the National Technical Regulation on fire prevention and fighting equipment issued by the Minister of Public Security as follows:
Circular 56/2023/TT-BCA takes effect from April 01, 2024, and replaces Circular 123/2021/TT-BCA dated December 28, 12 of the Minister of Public Security promulgating National Technical Regulation QCVN 03:2021/BCA on fire prevention and fighting equipment.
What is the scope of regulation and subjects of application of National Technical Regulation on fire prevention and fighting equipment in Vietnam?
In subsection 1.1 and subsection 1.2, Section 1 of National Technical Regulation promulgated together with Circular 56/2023/TT-BCA, the scope of regulation and subjects of application of National Technical Regulation on fire prevention and fighting equipment issued by the Minister of Public Security as follows:
Scope of regulation
- This National Technical Regulation prescribes requirements on the limits of technical specifications and management of inspection of fire prevention and fighting equipment on the list subject to fire prevention and fighting inspection in accordance with law prior to being introduced into circulation in Vietnam.
- This National Technical Regulation does not apply to firefighting apparatus imported in the form of sample products or products for exhibition or display; firefighting apparatus temporarily imported, or in transit and not for sale or use in Vietnam.
Subjects of application
- Organizations and individuals manufacturing, assembling, modifying in Vietnam, and importing fire prevention and fighting equipment.
- Agencies and organizations entitled to conduct fire prevention and fighting equipment inspection.
- Agencies and organizations relevant to quality control of fire prevention and fighting equipment.

What are the general requirements for fire prevention and fighting equipment in Vietnam?
In subsection 1.5, Section 1 of National Technical Regulation promulgated together with Circular 56/2023/TT-BCA, the general requirements for fire prevention and fighting equipment in Vietnam are:
- Types of fire prevention and fighting equipment manufactured, imported, and declared by organizations and individuals must conform to the list of equipment specified in Part 2 of This National Technical Regulation. In case the type of equipment is unknown, it is necessary to coordinate with competent management agencies to identify the types of fire prevention and fighting equipment.
- Fire prevention and fighting equipment must be managed, preserved and maintained in accordance with the provisions of law and relevant standards and technical regulations or manufacturers' instructions.
- Fire prevention and fighting equipment must be inspected in accordance with the provisions of this National Technical Regulation and regulations mentioned in relevant legal documents on fire prevention and fighting.
Circular 56/2023/TT-BCA will take effect from April 1, 2024.
