What is the scope of application of National Technical Regulation QCVN 30:2010/BGTVT on frames of motorcycles and mopeds in Vietnam?
National Technical Regulation QCVN 30:2010/BGTVT is compiled by the Vietnam Register, appraised by the Ministry of Science and Technology, and issued by the Minister of Transport under Circular 36/2010/TT-BGTVT dated December 01, 2010.
This National Technical Regulation is converted on the basis of industry standard 22 BC 299-02 issued together with Decision 1635/2002/QD-BGTVT dated May 30, 2002 of the Minister of Transport.
Accordingly, the scope of application of National Technical Regulation QCVN 30:2010/BGTVT is determined as follows:
- This National Technical Regulation provides for quality inspection of technical safety for frames of two-wheeled motorcycles and mopeds.
- This National Technical Regulation does not apply to frames of motorcycles and mopeds used for security and defense purposes.
This National Technical Regulation applies to facilities producing and importing frames, manufacturing and assembling motorcycles and mopeds and agencies and organizations involved in testing, and inspection for certification of technical safety and quality.
What are the technical regulations on frames of motorcycles and mopeds in National Technical Regulation QCVN 30:2010/BGTVT of Vietnam?
Pursuant to subsection 2.1 Section 2 National Technical Regulation QCVN 30:2010/BGTVT as follows:
Technical regulations
2.1. General provisions
2.1.1. The frame must be manufactured in accordance with the design, and the materials must conform to the technical drawings.
2.1.2. Welds must be even, gobble and not crack or pit.
2.1.3. The entire frame must be coated with anti-rust paint, the paint layer must adhere firmly, smooth glossy, not peel or blister.
2.1.4. The contents and structure of the frame number must coincide with the vehicle's identification code (VIN) and conform to TCVN 6578 "Road vehicles - Vehicle identification code (VIN) - Content and structure".
The location and manner of recording the frame number must conform to TCVN 6580 "Road vehicles - Vehicle identification code (VIN) - Location and recording method" and must be submerged on a part of the vehicle frame that cannot be easily moved or replaced.
Thus, according to the above contents, the frames of motorcycles and mopeds must meet the following general provisions:
- The frame must be manufactured in accordance with the design, and the materials must conform to the technical drawings.

What are the regulations on the durability of frames of motorcycles and mopeds in Vietnam?
Pursuant to subsection 2.2 Section 2 National Technical Regulation QCVN 30:2010/BGTVT as follows:

2.2. Regulations on the durability of frames of motorcycles and mopeds
2.2.1. When testing the durability of the frame with a static load according to section 2.3.2.1, the frame is not twisted, or cracked, and the welds are not cracked.
2.2.2. When testing the durability of the frame with dynamic loads according to section 2.3.2.2, the frame is not twisted, or cracked, the welds are not cracked.
Thus, the durability of frames of motorcycles and mopeds must meet the following requirements:
- When testing the durability of the frame with a static load according to the method of analyzing the chemical composition of metals, determine the chemical composition to determine the type of material through which the chassis is not twisted, or cracked, and welds are not cracked.
- When testing the durability of the frame with dynamic loads, the frame is not twisted, or cracked, and the welds are not cracked
What are the regulations on managing frames of motorcycles and mopeds according to National Technical Regulation QCVN 30:2010/BGTVT of Vietnam?
Pursuant to Section 3 National Technical Regulation QCVN 30:2010/BGTVT as follows:
Management regulations
3.1. Inspection and testing methods
New manufactured, assembled and imported frames must be inspected and tested according to Decision No. 58/2007/QD-BGTVT dated 21/11/2007 of the Minister of Transport on quality inspection, technical safety and environmental protection in the production and assembly of motorcycles and mopeds.
3.2. Technical documents and Prototypes
When requesting test registration, the frame manufacturer and importer shall provide technical documents and test samples as follows:
3.2.1. Technical documents
- Frame design drawings showing the dimensions, manufacturing materials and technical requirements of the frame (for imported frame, technical drawings must be made after 02 years from the effective date of this National Technical Regulation);
- Registration of specifications and frame numbers of motorcycles and mopeds (according to the attached appendix form).
3.2.2. Prototypes
- 01 finished frame with frame number;
- 01 finished frame with frame number with suspension, motion system, control system and saddle;
- 01 set of workpiece for welding the frame (if the frame is imported, this test sample is not required).
3.3. Testing report
The testing-conducting facility shall prepare a report on test results containing at least the items specified in this Standard corresponding to each type of frame.
3.4. Application of regulations
In case the documents and cited documents in this National Technical Regulation are changed, supplemented, or replaced, the provisions of the new documents shall be applied.
4. Implementation organization
The Vietnam Register is responsible for implementing and guiding the implementation of this National Technical Regulation in technical safety inspection of manufactured and imported vehicle frames.
The Department of Science and Technology - Ministry of Transport shall inspect and supervise the implementation of this National Technical Regulation.
Thus, the management of frames of motorcycles and mopeds according to National Technical Regulation QCVN 30:2010/BGTVT is specified according to the above contents.
