National Technical Regulation QCVN 14:2015/BGTVT replacing National Technical Regulation QCVN 14:2011/BGTVT is compiled by the Vietnam Register, appraised by the Ministry of Science and Technology, and issued by the Minister of Transport together with Circular 67/2015/TT-BGTVT dated November 06, 11, 2015.
Accordingly, regarding the scope of regulation, this National Technical Regulation provides for technical safety quality and environmental protection inspection for motorcycles and mopeds.
This National Technical Regulation does not apply to vehicles used for defense and security purposes, vehicles not participating in traffic, or electric bicycles specified in National Technical Regulation QCVN 14:2015/BGTVT.
National Technical Regulation QCVN 14:2015/BGTVT applies to vehicle manufacturers, assemblers, importers and agencies, organizations, and individuals involved in testing, inspection, and certification of technical safety quality and environmental protection for vehicles.
What are the general technical requirements for technical safety quality and environmental protection of motorcycles and mopeds in Vietnam?
The general technical requirements for technical safety quality and environmental protection of motorcycles and mopeds in Vietnam are defined according to Subsection 2.1 Section 2 of National Technical Regulation QCVN 14:2015/BGTVT as follows:
- The vehicle and its main parts must be designed, manufactured, and assembled in accordance with the manufacturer's technical dossiers and this Regulation.
- The threaded joints after assembly must be tight. The tightening force of threaded joints of important parts must comply with the regulations of the vehicle manufacturer.
- Do not allow leakage of coolant, fuel, or lubricating oil at the joints of the system, or total parts installed on the vehicle such as engine, clutch, transmission, or fuel supply system.
- There are no sharp edges on vehicles with a curvature radius of less than 0.5 mm, causing danger to vehicle users and road users. Not applicable to parts and materials with a hardness of less than 60 Shore A.
- The horizontal static stabilization angle when idling vehicles of groups L2, L4, and L5 vehicles is not less than 250 and not less than 300 for vehicles with the largest gross weight less than 1.2 times the unladen weight.
