What are the details of National Standard TCVN 2290: 1978 on safety for manufacturing equipment in Vietnam?
National Standard TCVN 2290: 1978 stipulates general requirements on the following contents:
- Safety for the structure of manufacturing equipment in all branches of the national economy;
- Requirements for the structure and content of standards on safety requirements for manufacturing equipment in the system of occupational safety standards.
What are the general safety requirements for major parts of manufacturing equipment in Vietnam?
Pursuant to Subsection 2.1 Section 2 of National Standard TCVN 2290: 1978, the general safety requirements for major parts of manufacturing equipment in Vietnam are specified as follows:
- Materials used in the structure of manufacturing equipment must not be dangerous and harmful. The use of new materials that have not passed sanitary and safety assessments is not allowed.
- Parts of manufacturing equipment (including electrical conductors, pipes, and cables must be calculated to ensure that the possibility of accidental damage does not cause danger.
- In the structure of manufacturing equipment equipped with pneumatic, hydraulic, and other systems, safety must be ensured according to the requirements of each such system.
- For moving parts of manufacturing equipment, if there is a danger of causing danger, safety shields must be made, but their functions must not be lost.
In cases where shielding measures cannot be applied, preventive signals must be equipped.
- Structural parts of manufacturing equipment must not have sharp corners, sharp edges, or rough surfaces that can cause danger (if such types are not part of the technical function of the equipment).
- The structure of manufacturing equipment must exclude the possibility of accidental human contact with hot and too-cold parts of the equipment.
- The heat capture and dissipation, as well as the discharge of water vapor of manufacturing equipment in the manufacturing booth must not exceed the specified level.
- The workplace of workers on manufacturing equipment must be safe and convenient when performing manipulations. Where it is necessary to protect workers from harmful external environmental influences, manufacturing equipment must have a control chamber. The structure and arrangement of the control chamber must not cause hazards, harm, or obstacles to the operation of workers.
- For manufacturing equipment when operating requiring workers to walk, convenient aisles must be arranged both in terms of structure and size and operating floors, ladders up and down....
- On manufacturing equipment with control seats, the structure of the chair must be adjustable up, down, and turn, and have a backrest and footrest to suit anthropology and occupational hygiene requirements.
- In necessary cases, manufacturing equipment equipped with local lighting suitable to manufacturing conditions (explosive environment, high humidity ...), the possibility of electrical accidents must be excluded.
- Manufacturing equipment control systems must be reliable so as not to cause danger when functional systems operate simultaneously.
- Signaling devices, automatic parts using machines, and disconnecting equipment from energy sources when there is an incident or when working in dangerous mode must be fully arranged in the structure of manufacturing equipment.
- When necessary, manufacturing equipment has brakes, such brakes must ensure safety and conform to requirements specified in relevant standards.
- The structure of Manufacturing equipment with the sudden right part must not pose a danger when the sudden right part works.
- Parts of manufacturing equipment as well as clamping, lifting, or transmission mechanisms must be equipped with means to prevent the possibility of causing danger when partial or complete loss of energy (electricity, hydraulics, compressed air...) as well as when energy is recovered.
- In order to prevent electrical accidents (including accidental operators) manufacturing equipment must comply with the following main requirements:
Conductive parts of manufacturing equipment that may pose a hazard must be carefully isolated and shielded;
Metal parts of manufacturing equipment that may have dangerous voltages must be grounded (zero connection) or other protective measures must be taken;
Arrange open conductive parts closed in the body or in a secure locked cabinet;
In the electrical circuit diagram of the manufacturing equipment, there must be a device that breaks the circuit centrally from the power grid. When supplying power to manufacturing equipment using a separate power supply, the voltage must be disconnected at the common source without disconnecting the voltage at the electrical circuit of the manufacturing equipment.
- The structure of manufacturing equipment must eliminate the possibility of accumulation of electrostatic charges with dangerous levels. In manufacturing devices with circuits containing capacitances, there must be a device to reduce residual charges.
- Manufacturing equipment in the process of generating toxic and explosive substances must be installed with exhausted parts.
- When necessary, manufacturing equipment must have a unit to handle hazardous substances.
For substances that cannot be processed together, separate measures must be taken.
- The structure of manufacturing equipment must ensure the exclusion or reduction of noise, vibration, and ultrasound to the permissible level.
- Manufacturing equipment, in the process of work that manufactures harmful rays of radiation, requires protective equipment.
What are the standards on the safety requirements for manufacturing equipment in Vietnam?
Pursuant to Subsection 3.3 Section 3 of National Standard TCVN 2290: 1978, the standards on the safety requirements for manufacturing equipment in Vietnam must include a preamble and prescribed parts.
To be specific:
Features of the formulation of standards on safety requirements for manufacturing equipment
...
3.3. Standards on safety requirements for manufacturing equipment must include a preamble and the following parts:
Safety requirements for basic parts of structures and control systems; Requirements for the placement of protective equipment on the device;
Safety requirements for assembly, repair, transportation and storage;
Methods of checking the fulfillment of safety requirements (test methods);
The standard may include other parts or may not include a section mentioned above, otherwise affecting the safety of equipment;
3.4. The safety requirements section for the basic parts of the structure and control system must include safety requirements specifying the functional characteristics, installation and operation of manufacturing equipment and their parts as follows:
Prevent and limit possible dangerous and harmful effects to the permissible level; Exclusion of causes of dangerous and harmful factors in manufacturing;
Arrangement of control units and other requirements;
In the standards of each separate group of manufacturing equipment, it must be indicated;
The moving, conductive and other dangerous parts should be covered; Permissible values of noise characteristics and methods for determining them;
Permissible values of vibration characteristics, methods of determination and protective equipment Permissible levels of radiation rays and test methods;
Permissible temperature values of the control unit and the surface of the manufacturing equipment
Permissible value of the force acting on the control unit;
The requirements for interlocking protective devices, braking mechanisms, and other methods of protection.
Thus, standards on safety requirements for manufacturing equipment in Vietnam must include the above-mentioned contents.
