What are the requirements for designing rural roads in Vietnam?

In Section 4 of National Standard TCVN 10380: 2014 on Rural Roads – Specifications For Design in Vietnam, there are the following regulations:

4. General provisions
4.1. General requirements
When designing rural roads, it must not only fully comply with the provisions of this National Standard but must satisfy the following requirements:
Meet immediate requirements and take into account the orientation of sustainable and long-term development in many aspects of the local economy, society, culture and environment;
Consider the investment divergence plan so that when upgrading and renovating, make the most of the divergent bridges and culvert works. When implementing the divergence plan, the reserve of land used for future completed works must be considered;
Closely combine the transport network with irrigation planning of irrigation, transmission line system, and wireline communication.
4.2. The rural road system is classified into 4 technical grades A, B, C and D. Grades A, B and C apply to roads passed by cars. Route engineering grade selection depends on design vehicle discharge (Nn), see Table 4. Grade D applies to roads without cars.
4.3. In addition to the 4 technical grades as specified in this standard, investors may choose roads of grade VI, grade V or grade IV in TCVN 4054: 2005 applicable to economically developed areas or with large volumes of passenger and cargo transport (production zones, breeding, processing and processing agro-forestry-fishery products; industrial crop growing areas; large specimen field; copper salt; craft villages; farms and equivalent facilities). The basis for selecting the application of technical grades in TCVN 4054: 2005 for rural roads is based on two basic parameters, namely:
- Design vehicle flow (Nn) ≥ 200 xqd/ND (determined according to Article 4.8);
- Vehicles with axle loads from greater than 6000 Kg to 10000 Kg account for more than 10% of the total number of vehicles on the route (Refer to Appendix C).
4.4. For areas that are in the process of urbanization or are in the urbanization planning, it is necessary to select the type of internal street (4-a) according to "Urban roads – Specifications For Design" instead of this Standard.

Accordingly, the requirements for designing rural roads in Vietnam include the provisions of this National Standard and the following provisions:

What are the general technical requirements when designing routes and rural road structures in Vietnam?

According to Section 5 of National Standard TCVN 10380: 2014, the general technical requirements when designing routes and rural road structures in Vietnam are specified:

- Routes that rationally use terrain, accurately apply cross-section, map and longitudinal cross-section standards to carry out design, and when conditions allow, try to use high technical indicators.

- The design route should maintain ecological balance, pay attention to environmental protection, pay attention to coordination between local environments and landscapes, limit the clearance of housing and agricultural land, not encroach on the scope of historical relics, and cause damage to local historical artifacts according to current regulations.

- When passing through crowded towns and settlements, the route should be along without cutting through, making it convenient for residents but avoiding traffic jams and accidents.

According to Section 6 of the National Standard TCVN 10380: 2014, the above works must meet the following requirements:

- The frequency of hydrological calculation of roadbed elevations and small drainage works (excluding bridges) on roads corresponding to rural road technical grades is prescribed as follows: Grade A and Grade B: 10% (in case of technical difficulties or large volumes, it is permissible to lower the standard of calculation frequency but must be granted competent to approve); Grade C, Grade D: not specified.

- The calculated load for small drainage works (roadside drains) is prescribed as follows: Grade A: axle load calculated to take 6000 Kg/axle; Grade B and Grade C: calculated internal load of 2500 Kg/shaft. When auditing the load capacity and stability of the drain, convert the calculated load to the equivalent soil layer.
