Vietnam: What are the detailed contents of the Ministry of Health's information technology application plan in 2022?

I am a doctor at a hospital, I have heard that the Ministry of Health of Vietnam has just issued a policy, a plan to apply information technology to the management of medical data for the whole Vietnam. Since I do not have much knowledge of the law, I would like to be informed on this matter. Thanks a lot!

The contents of the plan are mentioned in Section III of the Information Technology Application Plan of the Ministry of Health of Vietnam in 2022 enclosed with Decision 579/QD-BYT in 2022 as follows:

Complete investment and procurement procedures in 2022

(1) Hiring data storage from a number of industry-scale information systems

- Information systems managed by the Ministry of Health but not yet under the management of the Ministry of Health, in the fields of medical examination and treatment management, pharmacy management, preventive medicine and COVID-19 epidemic prevention;

- Requires a data storage synchronization solution to ensure completeness and integrity while ensuring efficiency and cost optimization;

- The data storage rental period starts from the time the Ministry of Health receives the above-mentioned information systems from the managing and operating units.

(2) Procurement of software to monitor data usage of information systems managed by the Ministry of Health of Vietnam

- Monitor access and exploit the database of user accounts for information systems managed by the Ministry of Health;

- Requires a centralized solution to monitor data usage accounts according to the levels of access rights, combined with sensors that warn of the risk of illegal data exploitation;

- Ensure cost optimization according to the number of managed accounts and easily expand as soon as management needs arise.

(3) Hiring and storing medical examination and treatment data for management of health insurance payment methods

- Pre-assessment data of health insurance payment from hospital information systems and application of information technology to manage medical examination and treatment at medical examination and treatment facilities nationwide;

- Request a solution to clean the collected data to put it into storage according to the electronic health management record database;

- Ensure the uniqueness of personal health data on the basis of management of unique identifiers as citizen codes.

(4) Building a database of medical identifiers and specialized catalog codes

- Establish a database of individual medical identifiers referencing citizen codes, medical identifiers of pharmaceuticals and medical devices referencing global trade item numbers (GTINs);

- Establish a reference database of codes of lists of specialized management of pharmacy and medical equipment, management of medical and pharmaceutical practice, based on prescribed medical identifiers;

- Request a solution to synchronize and unify identifiers and update the above-mentioned databases when there is a change or generation of medical identifier data for specialized management information systems.

(5) Building a payment system under DRG

- Building a database system for payment methods (service charge - rate - DRG);

- Building and operating a DRG center (including activities of collecting medical and health insurance information, processing, calculating and building a grouping system and parameters about DRG);

- Building the first version of DRG in Vietnam;

- Hiring to build a monitoring system and build and operate a payment method monitoring unit;

- Building a unit to train and support DRG activities for medical facilities;

- Implementing DRG testing in a number of medical facilities.

(6) Hiring services for application of artificial intelligence (AI) technology

- Applying AI in performing public services at level 4 in the field of pharmaceutical management, medical equipment management and supporting the direction and administration of epidemic prevention and control;

- Full service form, using existing data of the Ministry of Health, other legal data sources and expert knowledge to meet the requirements of management agencies for information to support professional processing , support executive direction;

- Intellectual property including software and data formed from the provision of services is fully owned by the Ministry of Health, in compliance with laws and state regulations on data security.

(7) Upgrading the electronic administrative procedure settlement system and online public services; communicate with people and businesses

- Consolidating the public service portal and electronic one-stop system into an information system for handling administrative procedures of the Ministry of Health;

- Building an electronic data warehouse for records of organizations and individuals on the information system for handling administrative procedures of the Ministry of Health;

- Connecting the information system to handle administrative procedures with the National Population Database and specialized databases;

- Integrating the information system to handle administrative procedures on digital identity with the national public service portal; integrating online public services of the Ministry of Health with the national public service portal;

- Upgrading and implementing an information system to manage personal health examination papers for practice.

- Connecting the system, synchronizing and updating on the portal of Medical Publication of data in the following areas:

+ Medical examination and treatment management (list of medical examination and treatment facilities, list of medical examination and treatment techniques, hospital inspection, hospital quality assessment; COVID-19 report, Tet report, drug use management and antibiotics in medical examination and treatment establishments, nursing management, rehabilitation management);

+ Pharmaceutical management and food safety management;

+ Management of medical equipment (listed prices for wholesale and retail of medical equipment trading establishments and public prices of winning bids of public medical facilities).

Complete the investment preparation process in 2022

(1) Building, managing and exploiting medical data warehouse

- Upgrading data storage infrastructure and ensuring the safety of network information at level 3 of the Health Data Center under the Information Technology Department, Ministry of Health;

- Renting the national health data warehouse (Data Lake);

- Hiring interoperable storage of diagnostic image data;

- Hiring and store drug price data already registered for circulation;

- Hiring the service of Network Information Security Monitoring Center (SOC);

- Setting up a data science lab;

- Applying artificial intelligence (AI) to a number of activities in the field of medical examination and treatment;

+ Application of artificial intelligence (AI) and big data (Big data) in supporting early diagnosis and treatment of some common cancers in Vietnam;

+ Application of artificial intelligence (AI) and big data (Big data) in supporting diagnosis and diagnosis of dermatological diseases;

+ Application of artificial intelligence (AI) and big data (Big data) in supporting the diagnosis and diagnosis of pulmonary tuberculosis.

(2) IT application for COVID-19 prevention and control

- Building an information system for management "Safely adapting, flexibly, effectively controlling the COVID-19 epidemic";

- Building an information system for epidemiological surveillance: case tracing data and connection of COVID-19 testing data;

- Operating and upgrading the information management system for medical oxygen and COVID-19 treatment drugs;

(3) Expanding the application of the Electronic Health Book

- Management of non-communicable diseases;

- Managing and taking care of children's health;

- Managing and taking care of students' health;

- Management of examination and treatment of traditional medicine.

(4) Building an information management system for medical examination and treatment, connecting hospital information systems and electronic medical record systems, through the use of electronic health books.

- Building a standard data management system, linking and sharing electronic health record data; database of electronic health records of central hospitals;

- Developing a management system to summarize information on patients discharged from the hospital (discharge summarize);

- Developing an information system for management of causes of death (following Circular No. 24/2020/TT-BYT dated December 28, 2021 providing for diagnosis of causes of death, issuance of death notices and death statistics at medical examination and treatment establishments);

- Develop an information system to manage data standards, communication and forms of electronic medical records (in collaboration with the Information Technology Department, complying with international standards HL7-FHIR-SNOMED);

- Upgrading, maintaining operation, connecting with the medical public portal Medical examination and treatment information management system: List of medical examination and treatment establishments; Hospital check; Evaluation of hospital quality; Satisfaction survey of patients and medical staff; Report and evaluate the safety of hospitals and clinics in the prevention of COVID-19; Tet report (first aid for accidents, poisoning, firecrackers); Managing the use of drugs and antibiotics in medical examination and treatment establishments; Nursing management; Rehabilitation management; Manage the list of medical examination and treatment techniques;

- Upgrading and maintaining the operation of the Health Information Management System for People with Disabilities Decision No. 3815/QD-BYT dated August 21, 2017 of the Minister of Health on the implementation of the information system of health management and rehabilitation of people with disabilities;

- Upgrading and maintaining the operation of the management system for granting practice certificates and operating licenses; and other public service systems.

(5) Deploying applications to serve the administration and direction and administration of the Ministry of Health.

- Operate and upgrade the axis connecting grassroots medical data with specialized medical information systems;

- Online inspection, examination, supervision and post-inspection system;

- Upgrading and maintaining the operation of the management system for the issuance of practice certificates and licensing of medical examination and treatment activities;

Units under the Ministry of Health of Vietnam

3.1. The budget for implementation of information technology application projects of the Ministry of Health is expected to be 30,000 million VND and will be temporarily assigned to the Information Technology Department. On the basis of the projects/schemes approved by the leaders of the Ministry and based on the progress of the tasks, the Information Technology Department appraises and sends the Department of Planning and Finance to report to the Ministry leaders to adjust the estimate for the units for implementation.

3.2. Based on the assigned estimates, units under the Ministry of Health shall make investment preparation plans or plan to hire information technology services to complete and submit for approval within 01 month from the date of assigned estimates;

3.3. Units under the Ministry of Health are allocated budgets to implement projects and tasks in 2022, which are urgently implemented immediately after being assigned estimates by the Ministry of Health of Vietnam.
