Are social work staff in Vietnam public employees?
Pursuant to Circular 26/2022/TT-BLDTBXH issued on December 12, 2022 on regulations on codes, standards of professional titles, and salary classification of social work officers as follows:
In Article 2 of Circular 26/2022/TT-BLDTBXH, social work staff are mentioned as follows:
Professional titles and codes of professional titles of social work officers
1. Principal Social Work Officer - Code: V.09.04.01;
2. Social Work Officer - Code: V.09.04.02);
3. Social Work Staff - Code: V.09.04.03.
Thus, according to the above regulations, a social work staff is a specialized social work staff with the professional title code - V.09.04.03.
What are the general criteria for social work staff in Vietnam?
Based on Article 3 of Circular 26/2022/TT-BLDTBXH, social work staff in Vietnam must meet the following general criteria of professional ethics:
- Having good political and moral qualities; abiding by the guidelines and policies of the Party and the laws of the State.
- Setting the interests of beneficiaries as the most important objectives in professional activities, consciously protecting the long-term and continuous interests of beneficiaries; respecting the privacy, self-determination, and confidentiality of the subject; encouraging and supporting subjects to achieve appropriate goals.
- Not taking advantage of professional relationships for personal gain to affect the work of assisting beneficiaries.
- Being respectful, showing openness, being solidaristic, having empathy, and sharing with colleagues in professional activities.
- Properly and fully fulfilling the obligations of public employees in professional activities.
- Regularly studying to improve social work professional qualifications.
Accordingly, to become a social work staff, the 06 general criteria of professional ethics must be first met.
What are the requirements for qualifications and professional competence of social work staff in Vietnam?
According to Clause 2 Article 6 of Circular 26/2022/TT-BLDTBXH and Clause 3 Article 6 of Circular 26/2022/TT-BLDTBXH, apart from meeting the general criteria of professional ethics, social work staff also must satisfy 02 criteria for training and retraining qualifications and professional competence as follows:
(1)Training and retraining qualifications
- Having an intermediate diploma or higher in majors of social work, sociology, psychology, special education, or social science majors suitable to social work tasks
In case of having an intermediate diploma or higher in another major:
+ Having a certificate of fostering social work skills issued by a training institution or a competent agency or organization under the program promulgated by the Ministry of Labor, War Invalids and Social Affairs;
+ Or having a primary certificate in social work;
- Having a certificate of retraining professional title standards of Social work staff.
(2) Professional competence
- Being able to independently and proficiently perform social work skills within the scope of assigned tasks;
- Having skills in using basic information technology, foreign languages or ethnic minority languages for public employees working in ethnic minority areas as required for job positions;
- Having the ability to work in teams during the performance of social work tasks;
- Having communication skills towards the subjects;
- Having the ability to detect the subject's need for assistance.
Thus, to become a social work staff, the above criteria must be met.
What are the 06 tasks of social work staff in Vietnam?
The tasks of social work staff in Vietnam are defined in Clause 1 Article 6 of Circular 26/2022/TT-BLDTBXH as follows:
- Being responsible for performing a number of social work operations with simple requirements on theory, methods, and practical skills as assigned;
- Participating in the screening, classification, and reception of subjects as assigned;
- Carrying out psychophysiological assessment, health status, personal status, and needs of the subject as assigned;
- Proposing plans and directly implementing plans to provide assistance to beneficiaries and groups within the specific scope assigned;
- Participating in the provision and implementation of social work services with simple requirements on theories, methods, and skills to practice social work within the scope assigned, including:
+ Consulting;
+ Consultation;
+ Therapeutic;
+ Rehabilitation;
+ Education;
+ Negotiation;
+ Mediation;
+ Propaganda;
- Participating in monitoring and reviewing intervention activities; proposing adjustments to the assistance plan if necessary as assigned;
- Participating in supporting subjects to integrate into the community within the assigned scope;
- Participating in data collection, synthesis, analysis, and forecasting of the progress of the subject;
- Being directly responsible for the performance of some assigned social work tasks.
Thus, social work staff must perform the above 06 tasks.
From January 28, 2023, Circular 26/2022/TT-BLDTBXH officially takes effect.
