What are the criteria for classifying leaders and managers at all levels in Vietnam?
Pursuant to Subsection 1 Section III of Regulation 89-QD/TW of 2017, the criteria for classifying leaders and managers at all levels in Vietnam are:
Classification criteria
Annually, the classification of officials shall be conducted according to the following levels and criteria as follows:
1.1- Excellent completion of assigned tasks
- Be truly exemplary in political thought, ethics, lifestyle, working style, and sense of discipline.
- Complete functions and tasks at high quality, efficiency, and on schedule; have initiatives and solutions applied in practice to achieve efficiency.
- Localities, agencies and units in charge of officials complete all targets and tasks, of which at least 50% of the basic targets (tasks) are exceeded. 100% of agencies and units under direct leadership and management are classified from task completion, of which at least 70% of units successfully complete tasks or more.
1.2- Successful completion of assigned tasks
- Be exemplary in political thought, ethics, lifestyle, working style, and sense of discipline.
- Complete functions and tasks with quality, efficiency, and on schedule.
- Localities, agencies and units in charge of officials complete all targets and tasks, of which at least 80% are completed on schedule and quality assurance. 100% of agencies and units under their direct leadership and management are assessed to complete their tasks or higher.
1.3- Completion of assigned tasks
- Be exemplary in political thought, ethics, lifestyle, working style, and sense of discipline.
- Complete targets and tasks but up to 20% of the targets have not ensured quality, progress, or low efficiency.
- Localities, agencies, and units in charge of officials complete more than 70% of targets and tasks. At least 70% of agencies and units under direct leadership and management are assessed to complete their tasks.
1.4- Non-completion of assigned tasks
Classify from non-completion of assigned tasks in the following 5 cases:
- The competent authority to manage officials (according to current Party regulations) assesses that there are signs of deterioration in political ideology, morality, lifestyle, self-evolution, and self-transformation.
- At least 50% of targets for functions and tasks are assessed as incomplete.
- Localities, agencies, and units in charge of officials complete less than 50% of assigned targets and tasks.
- Agencies and units directly under their leadership and management are directly involved in embezzlement and corruption and disciplined in accordance with the law.
- Individuals are subject to disciplinary action during the year of the assessment.
Accordingly, the classification of leaders and managers at all levels in Vietnam shall be conducted according to the following levels:
- Excellent completion of assigned tasks
- Successful completion of assigned tasks
- Completion of assigned tasks
- Non-completion of assigned tasks
What is the competence to comment and assess leaders and managers at all levels in Vietnam?
According to the provisions of Subsection 2 Section III of Regulation 89-QD/TW of 2017, the competence, methods, procedures, and time limit for assessment and classification are as follows:

2.1- Competence to comment and assess officials
- Entities competent to comment and assess officials include:
+ The official themselves comment and assess.
+ Direct subordinates comment and assess (if necessary).
+ The leadership team at the same level comments and assesses.
+ Direct superiors comment and assess.
- The competent authority in charge of officials shall decide on the contents of comments, assessments, classifications and development orientations and prospects of officials.

Accordingly, the competence to comment and assess leaders and managers at all levels in Vietnam is divided into the following levels:
+ The official themselves comment and assess.
+ Direct subordinates comment and assess (if necessary).
+ The leadership team at the same level comments and assesses.
+ Direct superiors comment and assess.
What are the procedures for assessing leaders and managers at all levels in Vietnam?
Subsection 2.3 Section II of Regulation 89-QD/TW of 2017, the procedures for assessing leaders and managers at all levels in Vietnam are:
Step 1: Officials will self-review and determine the classified rank.
Step 2: Comment and assess officials;
+ Direct superiors will comment and evaluate.
+ Peer collective comments and reviews.
+ Direct subordinates will comment and assess (if necessary).
Step 3: Review, and decide on the assessment and classification of officials:
+ Agencies and organizations of competent committees shall compile dossiers and appraise processes and procedures; synthesize comments and assessments of committees at the workplace; branches and committees of internal residences and results of taking confidence votes (if any) according to current regulations as reference channels; propose contents of assessment and grading for officers.
+ The collective competent to manage cadres discusses, considers, and decides on the contents of comments, assessments, and secret ballots to classify cadres.
+ Notify assessment contents and classification results to officials in writing; publicize assessment results to assessed persons and competent authorities as prescribed.
- Completion and retention of official dossiers: Agencies and organizations of competent committees shall complete and keep dossiers of official assessment. The dossier includes:
+ Personal self-review.
+ Comments and assessments of direct superiors.
+ Comments and assessments of party committees, party organizations, or peer collectives.
+ Comments and assessments of direct subordinates (if any).
+ Comments and assessments of the committee level of the place of work and the level of the committee of the place of residence.
+ Results of taking confidence votes according to current regulations (if any).
