What are the criteria and conditions for promotion to Grade 1 Waterway Project Management in Vietnam?
Based on the contents specified in Clause 4 Article 4 of Circular 43/2022/TT-BGTVT, an officer who wishes to consider promotion to the professional title of Grade 1 waterway project manager must meet the following criteria and conditions:
- Meet all registration criteria and conditions specified in Article 32 of Decree 115/2020/ND-CP on standards and conditions for registration for the exam or consideration for promotion to professional titles;
- Have held the professional title of Waterway Project Manager class 2 and equivalent for 06 years or more.
In case of equivalent duration, there must be at least 01 year (full 12 months) of holding the professional title of 2nd class waterway project manager as of the expiration date of the deadline for submission of application for registration or promotion;
- During the period of holding the professional title of Waterway Project Manager class 2 and equivalent, at least one of the following criteria and conditions:
+ Preside over the elaboration of 01 project, scheme, project, science and technology program at ministerial, provincial or higher levels that have been promulgated or accepted by competent authorities;
+ Preside over the elaboration of 02 grassroots-level science and technology topics, schemes, projects and programs that the agency employing officials assigned to preside over research and construction has been promulgated or accepted by competent authorities;
+ Have worked as a project management director of 01 group A project or 02 group B projects of the same type;
+ Have presided over the design or appraisal or verification of the design of 02 grade I or 03 level 2 works;
+ Have presided over one of the construction investment cost management tasks of 01 group A project or 02 group B projects or 01 grade I project or 02 level 2 projects;
+ Have participated in project management of 01 group A project or 02 group B projects of the same type and have one of four practicing certificates: grade 1 project manager, grade 1 construction design, grade 1 construction supervision, grade 1 construction valuation.
If the above criteria and conditions are met, the officer may register for the exam or be considered for promotion to the professional title of Class 1 Waterway Project Manager.

Pursuant to the provisions of Clause 2, Article 9 of Circular 43/2022/TT-BGTVT on salary classification of professional titles of specialized officials in waterway project management as follows:

2. Professional titles of specialized officials in waterway project management specified in this Circular shall be entitled to apply professional and professional payrolls to cadres and employees in state non-business units (Table 3) issued together with the Government's Decree No. 204/2004/ND-CP dated December 14, 2004 on the salary regime for employees. Ministries, civil servants, civil servants and armed forces, as follows:
a) Professional titles of class I waterway project managers shall be entitled to apply the salary coefficient of class A3, group 1 (A3.1) officials from the salary coefficient 6.20 to the salary coefficient 8.00;
b) Professional titles of class II waterway project managers shall apply the salary coefficient of class A2, group 1 (A2.1) officials from salary coefficient 4.40 to salary coefficient 6.78;
c) Professional titles of class III waterway project managers shall apply the salary coefficient of class A1 officials from salary coefficient 2.34 to salary coefficient 4.98;
d) Professional titles Class IV waterway project managers shall apply the salary coefficient of class A0 officials from salary coefficient 2.10 to salary coefficient 4.89.
According to Point a, Clause 2, Article 9 of Circular 43/2022/TT-BGTVT mentioned above, the management of grade 1 waterway projects is calculated according to the salary coefficient from 6.20 to 8.00 according to the salary coefficient of class A3, group 1 (A3.1).
What are the main tasks of managing a class 1 waterway project in Vietnam?
The main tasks of class 1 waterway project management are specified in Clause 1 Article 4 of Circular 43/2022/TT-BGTVT with the following contents:
- Preside over the implementation of the investor's tasks and inspect and supervise the project implementation process according to regulations;
- Preside over the research and formulation of topics, schemes, quality objectives, economic and technical norms in order to innovate and improve the management mechanism, improve the effectiveness and efficiency of project management activities;
- Preside over the compilation and development of professional guidance documents in the field of waterway project management;
- Preside over the organization of guidance, thematic training, professional training or dissemination of knowledge and experience within the scope of assigned tasks;
- Assume the prime responsibility for organizing the implementation of professional and professional work within the functions and tasks of the unit in accordance with the provisions of law;
- Participate in the development and implementation of legal documents related to the management of waterway projects;
- Perform other tasks assigned by competent authorities.
Circular 43/2022/TT-BGTVT will come into force from March 01, 2023.
