What are the contents of the specialized internal affairs database in Vietnam?

Pursuant to the provisions of Article 6 of the Regulations promulgated together with Circular 14/2023/TT-BNV as follows:

Contents of specialized internal affairs database
The specialized internal affairs database is developed and managed uniformly by the Ministry of Home Affairs throughout the Interior Affairs sector. The contents of the specialized internal affairs database shall comply with the provisions of Clauses 3 and 4, Article 11 of Decree No. 47/2020/ND-CP on management, connection, and sharing of digital data of state agencies.
The scope and specific contents of each database, the updating supplements to the list of specialized internal affairs databases shall comply with the regulations of the Ministry of Home Affairs and be publicly announced on the web portal of the Ministry of Home Affairs.

Under Article 11 of Decree 47/2020/ND-CP as follows:

3. Units specialized in information technology of ministries, ministerial agencies, Governmental agencies, provinces, and central-affiliated cities shall take charge and cooperate with relevant units in developing and proposing ministers, heads of ministerial agencies, Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities with lists of databases under the management of ministries, sectors and local governments.
4. Lists of databases of ministries, sectors and local governments must include the following information:
a) Name of databases;
b) Aim, scope and contents of each database;
c) Methods of collecting and updating data, data sources of each database;
d) Classify lists of databases including: open data; data shared in default method, data shared on a case-by-case basis for each database that suit each user.

Thus, according to the above provisions, the contents of the specialized internal affairs database in Vietnam are specified as follows:

- Units specialized in information technology of ministries, ministerial agencies, Governmental agencies, provinces and central-affiliated cities shall take charge and cooperate with relevant units in developing and proposing ministers, heads of ministerial agencies, Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities with lists of databases under the management of ministries, sectors and local governments.

- Lists of databases of ministries, sectors, and local governments must include the following information:

+ Name of databases;

+ Aim, scope and contents of each database;

+ Methods of collecting and updating data, data sources of each database;

+ Classify lists of databases including open data; data shared in the default method, and data shared on a case-by-case basis for each database that suits each user.

Pursuant to the provisions of Article 5 of the Regulations promulgated together with Circular 14/2023/TT-BNV, the list of specialized internal affairs databases in Vietnam developed and managed uniformly by the Ministry of Home Affairs throughout the Interior Affairs sector includes:

- National Database of Archives.

- Database on entrance quality accreditation of civil servants.

- Database of organizations and apparatus.

- Database of local government and administrative boundaries.

- Database of associations, foundations and non-governmental organizations.

- Database of youths.

- Database on religion.

- Database on emulation and reward.

- Database on the management of training and fostering of cadres, civil servants, and public employees.

- Database of talents.

What are the types of accounts on the specialized internal affairs database in Vietnam?

Pursuant to the provisions of Article 7 of the Regulations promulgated together with Circular 14/2023/TT-BNV as follows:

- Administrative accounts of the specialized internal affairs database managed by the Ministry of Home Affairs;

- Administrative accounts of ministries, ministerial-level agencies, government-attached agencies, central agencies, provinces/centrally-run cities (tier II data management agencies) issued by the Ministry of Home Affairs and assigned to agencies for management and use;

- Administrative accounts of agencies and units issued by superior level II data management agencies and assigned to agencies and units for management and use; accounts used to exploit and use of units and individuals under and affiliated to agencies and units issued by agencies and units for management and use.

*Note: Organizations and individuals assigned accounts shall be responsible for account confidentiality, data confidentiality and management and use of accounts in accordance with prescribed purposes and functions.

Circular 14/2023/TT-BNV will take effect from October 16, 2023.=
