What is the training program and duration of university study in Vietnam?
Pursuant to the provisions of Article 2 of the Regulation promulgated together with Circular 08/2021/TT-BGDDT stipulating the training program and specific university study time as follows:
University training programs include:
- The training program is built according to credit units, structured from subjects or modules (hereinafter collectively referred to as modules), in which there must be all compulsory modules and meet the standards of the training program according to current regulations of the Ministry of Education and Training.
In the case of dual-disciplinary or sub-sectoral training, the training program must clearly show the general and individual learning volume for each discipline.
- Contents and output standards of the training program are generally applicable to different forms and methods of training organization and learners. For those who have graduated from another degree or other discipline, the actual academic volume is determined on the basis of recognition, or transfer of credits that have accrued and exempted modules in the previous training program.
- The training program must be made public to learners prior to enrolment and at the start of the course; changes and adjustments related to the training program shall be made in accordance with current regulations and announced before application, without adverse impacts on students.
Duration of university training
For each type of training, the training program needs to provide a standard full-course study plan to orient students.
- The time according to the full-course standard study plan for formal training must be in accordance with the time specified in the Framework of the national education system structure, and at the same time ensure that the majority of students complete the training program;
- The time according to the full-course standard study plan for work-study training is at least 20% longer than the formal training form of the same training program.
The maximum time for students to complete the course is specified in the regulations of the training institution, but must not exceed 02 times the time according to the standard full-course study plan for each form of training.
For transfer students who have been exempted from the cumulative credit volume, the maximum time for the student to complete the course is determined on the basis of the time according to the standard full-course study plan reduced in proportion to the exempted volume.

Conditions for transferring the main university to the division
Pursuant to the provisions of Clause 1, Article 16 of the Regulations on higher education promulgated together with Circular 08/2021/TT-BGDDT stipulating conditions for transferring the main university to a specific branch as follows:
- Not being a first- or final-year student, not being considered for forced out of school and having enough study time as prescribed in Clause 5, Article 2 of the Regulations;
- Students who meet the conditions for matriculation of the program, training branch, head office (or division) in the same admission course;
- The training institution, head office (or division) fully meets the quality assurance conditions, has not exceeded the training capacity for such training program or branch according to the current regulations of the Ministry of Education and Training;
- Obtain the consent of the heads of specialized units in charge of the program, training branch, the person in charge of the division (place of transfer and arrival) and the principal of the training institution.
Conditions for transferring a university training institution
In Clause 2, Article 16 of the Regulations on university-level training promulgated together with Circular 08/2021/TT-BGDDT stipulates the conditions for transferring to specific university training institutions as follows:
Article 16. Transfer to another academic discipline, campus, training institution or mode of study

2. Conditions for transfer to another training institution:
a) The student is not a first-year student or final-year student, is not considered for forced leave from school and has not exceeded the permitted study time limit mentioned in Clause 5 Article 2 of this Regulation;
b) The student is eligible to enroll in a training program or academic discipline of the target institution in the same cohort;
c) The target institution meets quality assurance conditions and is capable of providing the training program or academic discipline as per existing regulations of the Ministry of Education and Training;
d) The transfer is approved by the principals of the current training institution and target training institution.
Students are considered to transfer to a training institution when they meet the following conditions:
- Not being a first- or final-year student, not being considered for dismissal and having enough study time specified in Section 1;
- Students who meet the conditions for matriculation of the program, training major and admission course at the place of transfer;
- The destination has all conditions for quality assurance, has not exceeded the training capacity for such training program or branch according to current regulations of the Ministry of Education and Training;
- With the consent of the principal of the training institution applying to move and the training institution applying to move in.
What is the procedure for transferring the main university to the division in Vietnam?
In Clause 4, Article 16 of the Regulations on university-level training promulgated together with Circular 08/2021/TT-BGDDT stipulates:
4. Training institution regulations shall provide for competence, conditions and procedures for transfer to another training program, academic discipline, campus, training institution or mode of study; and recognition of study results or transfer of accumulated credits for students making these transfers.
