Pursuant to Article 2 of Circular 39/2022/TT-BGTVT stipulating the code of professional titles of specialized officials of inland waterway port authorities in Vietnam as follows:
- Grade 1 Inland Waterways Port Authority with code: V.12.52.01.
- 2nd class inland waterway port authority with code: V.12.52.02.
- Port Authority of Inland Waterways class 3 with code: V.12.52.03.
- 4th class inland waterway port authority with code: V.12.52.04.
What conditions do you need to apply for or consider promotion to the professional title of a Grade 1 Inland Waterway Authorities in Vietnam?
Pursuant to Clause 4 Article 4 of Circular 39/2022/TT-BGTVT stipulates as follows:
An officer may register for the examination or be considered for promotion to the professional title of a Grade 1 Inland Waterway Port Authority when he/she meets the criteria and conditions specified in Article 32 of Decree 115/2020/ND-CP and the following standards and conditions:
- Have held the professional title of Port Authority of inland waterways class 2 and equivalent for 06 years or more. In case of equivalent duration, there must be at least 01 year (full 12 months) of holding the professional title of 2nd class inland waterway port authority up to the expiration of the deadline for submitting applications for registration or promotion.
- During the period of holding the professional title of a Port Authority of inland waterways class 2 and equivalent, they have participated in the development of at least 02 (two) legal documents, topics, schemes, projects, initiatives at ministerial, departmental, sectoral or provincial levels that the agency employing the assigned officer studied, construction has been issued or accepted by a competent authority.

Pursuant to Clause 3, Article 4 of Circular 39/2022/TT-BGTVT, the standards of professional capacity for specialized officials of grade 1 inland waterway port authorities are as follows:
- Mastering the Party's guidelines, guidelines and policies, the State's laws, strategies, master plans and plans for the development of inland waterways; understand socioeconomic practices.
- Mastering the situation and development trends of the inland waterway sector in the country and the world; have in-depth knowledge of inland waterway port authorities; have the ability to apply and deploy technology within the scope of work undertaken.
- Mastering the system of state administrative management knowledge; specialized state management of waterways and the provisions of law on regimes for public officials.
- Ability to propose, advise on policy making and propose methods to improve or solve practical problems under the management of the Port Authority of Inland Waterways.
- Have skills in text editing and presentation; solve assigned tasks well.
- Ability to analyze and synthesize practical issues, propose solutions to improve legal policies in the operation of the Port Authority of Inland Waterways.
- Have the capacity to organize and direct the application of scientific and technical advances to improve and improve the quality and efficiency of work in the inland waterways industry and the field of organization and operation of the Port Authority of Inland Waterways.
- Have basic information technology skills and use foreign languages or use ethnic minority languages for officials working in ethnic minority areas as required by the job position.
What are the conditions required to register for the exam or consider promotion to the professional title of 2nd class inland waterway port authority in Vietnam?
Pursuant to Clause 4, Article 5 of Circular 39/2022/TT-BGTVT stipulates as follows:
An officer may register for the examination or be considered for promotion to the professional title of a 2nd class inland waterway port authority when he/she meets the criteria and conditions specified in Article 32 of Decree 115/2020/ND-CP and the following standards and conditions:
- Having held the professional title of a 3rd class inland waterway port authority and equivalent for a full 09 years or more (excluding probationary period). In case of equivalent duration, there must be at least 01 year (full 12 months) holding the professional title of Port Authority of inland waterways class 3 up to the expiration of the deadline for submitting applications for registration or promotion.
- During the period of holding the professional title of Port Authority of inland waterways class 3 and equivalent, they have participated in the development of at least 01 (one) legal document, topic, scheme, project, initiative at ministerial, departmental, sectoral or provincial levels that the agency employing the assigned officer studied, construction has been issued or accepted by a competent authority.
Circular 39/2022/TT-BGTVT will come into force from March 01, 2023.
