What are the standard conditions of an officer's professional title as a maritime search and rescue seafarer in Vietnam?
In Clause 3, Clause 4, Article 10 of Circular 38/2022/TT-BGTVT stipulating the standards of professional titles of maritime search and rescue seafarers as follows:
- Standards of training and retraining qualifications:
+ Having training qualifications and certificates of professional ability, certificates of professional training in accordance with titles and means as prescribed by law;
+ Have a fostering certificate according to the standards of professional titles of maritime search and rescue officers;
+ Meet the health standards for seafarers as prescribed by law;
+ Have swimming and diving certificates; lifeboat driver's certificate, rescue (applicable to the professional title Rescuer);
+ Meet the standards of training and retraining qualifications for doctors as prescribed by the Ministry of Health; have a certificate of basic safety professional training (applicable to doctor's professional titles);
+ Meet the standards of training and retraining qualifications for nurses as prescribed by the Ministry of Health; have a certificate of Basic Safety Professional Training (applicable to nurse professional titles);
+ Have a primary certificate of alimony or higher; have a certificate of Basic Safety Professional Training (applicable to alimony professional titles);
+ Graduated from high school or higher; have a certificate of Basic Safety Professional Training (applicable to service professional titles).
- Standards of professional capacity:

What are the duties of maritime search and rescue seafarers in Vietnam?
According to Clause 2, Article 10 of Circular 38/2022/TT-BGTVT stipulates the duties of maritime search and rescue seafarers as follows:
- General duties: maritime search and rescue seafarers shall perform their duties according to the titles of seafarers working on Vietnamese ships in accordance with specialized laws and the following tasks:
+ Manage and exploit search and rescue vehicles in accordance with the provisions of law;
+ Ensure that search and rescue vehicles meet the necessary conditions for maritime safety, maritime security and environmental pollution prevention, in accordance with professional standards, regulations on equipment, hulls, reserves, seafarers and other issues related to maritime safety, maritime security and prevention of environmental pollution for vehicles and persons on board before and while the ship is on its journey;
+ Standing and ready to perform search and rescue tasks at sea under the direction, command and assignment of competent authorities;
+ Participate with functional forces in ensuring maritime safety and maritime security and contributing to the protection of Vietnam's maritime sovereignty when required;
Participate in fire prevention and fighting, prevention of environmental pollution at sea upon request; diligently perform assigned tasks and responsibilities in accordance with professional conscience;
+ Coordinate and support other professional titles of port authorities in performing their duties and duties as prescribed at seaports and assigned management areas.
- Some specific tasks are as follows:
+ Rescuers:
Ready and participate in the control of lifeboats and rescue; play a major role in swimming and diving in the sea to search and rescue people in distress;
+ Ship nurse:
