What are the conditions for awarding the title of Cultural Family in Vietnam annually?
According to Section IV Part I of the Appendix issued together with Decision 3684/QD-BVHTTDL in 2022, the requirements and conditions for awarding the title of Cultural Family are as follows:
- Condition 1: Exemplary observance of the Party's guidelines and policies; laws of the State; actively participate in emulation movements of the locality of residence, including the following criteria:
+ Family members comply with the provisions of law; not subject to disciplinary action in the workplace and study;
+ Observance of pilgrimage conventions and conventions of the community of residence;
+ Fly the National Flag during holidays and political events of the country as prescribed;
+ Have participated in one of the cultural or artistic activities in the place of residence; regularly practice physical exercise and sports;
+ Carry out a civilized lifestyle in weddings, funerals and festivals as prescribed;
+ Participate in the protection of historical-cultural relics, scenic spots and natural landscapes of the locality;
+ Comply with regulations on environmental hygiene, dumping garbage and waste on time and at the right place;
+ Fully participate in charitable and humanitarian movements, give back, encourage learning and financial promotion; community activities in the place of residence;
+ Do not violate regulations on food hygiene and safety, disease prevention;
+ Do not violate regulations on fire prevention and fighting;
+ Do not violate the law on traffic order and safety such as: Encroaching on roadways, sidewalks, participating in traffic in contravention of regulations.
- Condition 2: Family harmony, happiness and progress; mutual assistance to people in the community, including the following criteria:
+ Grandfathers, grandmothers, fathers, mothers and family members are cared for, cared for and served;
+ Voluntary, progressive, monogamous, equal, harmonious, faithful marriage;
+ Good implementation of population policy; implement gender equality;
+ Family members participate in health insurance and receive health care;
+ Family members have a healthy, civilized lifestyle, cultural behavior in the family, community and society;
+ Supporting and helping people in the community in times of difficulties and needs.
- Condition 3: Organization of labor, production, business, work and learning to achieve productivity, quality and efficiency, including the following criteria:
+ Family economy is stable and developed from legitimate sources of income;
+ Participating in programs and plans for economic, socio-cultural development organized by localities;
+ People of working age actively work and have legitimate incomes;
+ School-age children can go to school;
+ Use clean water;
+ There are hygienic auxiliary works;
+ Having means of listening and seeing and regularly accessing economic, cultural and social information.
- Condition 4: The family member does not violate one of the following cases:
+ Being examined for penal liability or being applied administrative measures in accordance with the Law on handling administrative violations;
+ Failure to complete military service and tax payment obligations;
+ Sanctioned for administrative violations in the field of construction; fire prevention, fighting and environmental protection;
+ Having child marriage or inbreeding;
+ Domestic violence is subject to administrative sanctions;
+ Suffering from social evils, drugs, prostitution, theft, gambling or gambling organizations;
+ Participating in large gatherings causing insecurity, social order and safety.

What is the annual application for the title of Cultural Family in Vietnam?
Dossiers of registration and consideration for the title of annual cultural family in Section IV Part I of the Appendix issued together with Decision 3684/QD-BVHTTDL in 2022 include:
(1) A written request for consideration for the title of Cultural Family of the Head of a village, village, hamlet, village or town group (hereinafter collectively referred to as the Head of a residential area).
(2) The application for participation in the emulation to build the title of Cultural Family of the household; (Form No. 1 Appendix attached Decree 122/2018/ND-CP)
(3) Minutes of residential review meeting (Form No. 07 of the Appendix issued together with Decree 122/2018/ND-CP)
What is the annual order of awarding the title of Cultural Family in Vietnam?
Pursuant to Section IV Part I of the Appendix issued together with Decision 3684/QD-BVHTTDL in 2022.
The order and procedures for awarding the title of Cultural Family annually are carried out through the following steps:
- The head of the residential area shall base on the Registration Form and the household's self-assessment table to compile a list of families eligible for comment.
- The head of the residential area convenes a review meeting, organizes grading according to the scale, the composition includes:
+ Committees, heads of residential areas, heads of front work committees, representatives of sectors and mass organizations;
+ Household representatives in the list are reviewed.
- Holding a review meeting:
+ The meeting is conducted when 60% or more of the convened people attend;
+ Form of comment: Secret ballot or voting;
+ Review results: Families are offered the title of Cultural Family when 60% or more of the members attending the meeting agree.
- Within 03 working days from the date of the results of the review meeting, the head of the residential area shall make a dossier as prescribed and submit it to the Chairman of the commune-level People's Committee for decision.
- Within 05 working days from the date of receipt of a valid dossier, the Chairman of the commune-level People's Committee shall decide to award the title of Cultural Family annually.
