How many passport forms are there in Vietnam? What are the changes in new passport forms used from 2023?

Pursuant to the provisions of Clause 2 Article 2 of Circular 73/2021/TT-BCA regulating passport forms, laissez-passers, and relevant forms, there are currently 03 passport forms as follows:

- Diplomatic passport, sepia cover (HCNG form);

- Official passport, dark green cover (HCCV form);

- Ordinary passport, blue-purple cover (HCPT form).

Regarding passport forms, the amendments and supplementations are prescribed in Article 1 of Circular 68/2022/TT-BCA. In particular, the information in pages 2 and 3 for the above 03 passport forms shall be amended and supplemented.

- Edit the information on the identity page:

+ Add "place of birth" information;

+ Separate "surname", and "middle name and first name" on 02 separate lines.

- On each new passport page are images of landscapes, typical images of national sovereignty, and famous cultural heritages of the country such as Ha Long Bay, Hue Capital, Hung Temple, Hoi An Ancient Town, My Son Sanctuary, Dragon House Harbor, Lung Cu FlagPole, To Tap Gate - Ly Son Island ...

Accordingly, this change is to:

- Create favorable conditions for Vietnamese citizens when carrying out immigration procedures and residing abroad (supporting foreign authorities in delineating "surnames" and "names" of citizens);

- Avoid confusion in transactions as well as issuing documents to Vietnamese citizens;

- In accordance with current legal documents such as The law on Exit and Entry of Vietnamese citizens 2019; Civil Code 2015; Civil Status Law 2014;... and international practices;

- Ensure uniformity of citizens' information data between the national database on immigration and national data on population;

- Meet higher security requirements, prevent the risk of counterfeiting, and meet ICAO standards;

- Contribute to affirming and promoting the image of Vietnam to the world, showing Vietnamese traditions, history, geography, and culture.

Are ordinary passports issued before January 1, 2023 still valid in Vietnam?

Regarding transitional regulations for issued passport forms, Article 3 of Circular 68/2022/TT-BCA stipulates as follows:

Article 3. Enforcement provisions and transitional provisions
1. This Circular takes effect from January 1, 2023.
2. Passports issued before January 1, 2023 according to previously issued forms are still valid until the end of the period stated in the passport.

- Images on the pages of the passport are the beauty of the country, and cultural heritage of Vietnam, combined with bronze drum motifs;

- Languages used in passports: Vietnamese and English;

- Number of pages in the passport excluding the cover: 48 pages for diplomatic passports, official passports, and ordinary passports with a validity of 5 years or 10 years, 12 pages for ordinary passports with a validity of not more than 12 months;

- Dimensions according to ISO 7810 (ID-3): 88mm x 125mm ± 0.75 mm;

- Passport angle radius r: 3.18mm ± 0.3mm;

- The electronic chip is placed in the back cover of the passport with the electronic chip attached;

- Passport covers are high-strength, synthetic plastic materials;

- Passport letters and numbers are punched with laser technology smoothly from page 1 to the back cover of the passport and coincide with letters and numbers on page 1;

- All contents and images printed in passports are made using modern technology to meet security requirements, prevent the risk of counterfeiting and meet ICAO standards.

What is the passport issuance fee in Vietnam? Who will be eligible for exemption from the passport issuance fee?

Based on the content of the Schedule of fees and charges issued together with Circular 25/2021 / TT-BTC, the passport issuance fee includes:

- New passport: VND 200,000/1 time;

- Reissue of passport due to damage or loss: VND 400,000/1 time;

- Issuance of personnel element certification: VND 100,000/1 time.

The above-mentioned passport issuance fees apply to electronic chip-based passports and passports without electronic chips.

In addition, according to Clause 2 Article 5 of Circular 25/2021 / TT-BTC, the following cases are not required to pay the passport issuance fee:

- Overseas Vietnamese who are subject to deportation decisions issued by competent agencies in host countries without possessing passports;

- Overseas Vietnamese who must repatriate under international agreements on receiving citizens without passports;

- Cases for humanitarian purposes.
