On March 28, 2022, the Prime Minister of Vietnam issued Decision 390/QD-TTg in 2022 approving the project "Building a national database on asset and income control" to ensure management in the direction of concentration and consistency across the country in accordance with the provisions of the Law on Anti-corruption 2018 and the Decision 56/QD-TW dated February 8, 2022 of the Politburo on promulgating the Regulation on coordination between asset and income control agencies (hereinafter referred to as the Regulation on coordination between asset and income control agencies). In particular, the tasks and solutions to build the National Database on Asset and Income Control are specified as follows:
Technical solutions to build the National Database on Asset and income control
(a) System operation management solution
- The Government Inspectorate is responsible for managing, exploiting and protecting the National Database on Asset and Income Control.
- The asset and income control agency according to the 2018 Law on Anti-corruption and the Regulation on coordination between asset and income control agencies is responsible for managing, exploiting and protecting the Database on control of assets and income within the scope of their management.
(b) Solutions for collecting, creating and processing the management of the National Database on Asset and Income Control
- Digitize and update declaration data to create a national database on asset and income control; perform identification, extract some basic data fields, convert, standardize information about declarations, verify results of assets, income and other data related to the control of assets, income according to regulations at the Asset and Income Control Agencies and entered into the National Database on Asset and Income Control through the software system.
- Integrating and connecting with other national databases: National database on cadres, civil servants and public employees; residential; land; tax; enterprise; social insurance... in accordance with the law.
(c) Solutions for statistics and data reporting

- The provision of information on the National Database on asset and income control must comply with the 2018 Law on Anti-corruption; Law on Protection of State Secrets and Regulation on coordination between agencies controlling assets and income.
- Integrating with national databases and related databases, especially the national population database, the database of cadres, civil servants and public employees... to ensure the effectiveness of the System.
- Integrate with the Government Reporting Information System and the Government and Prime Minister's Information Center to provide statistics, reports and analysis results of data on control assets and income to serve the direction and administration of the Government and the Prime Minister.
(dd) Solutions on technical infrastructure
Setting up information technology infrastructure and equipment for operation needs to meet the following requirements:
- High availability: The system must be able to operate smoothly and continuously, including risks caused by natural disasters and epidemics. The system must be able to operate continuously without interruption, design with redundancy with a reasonable level of investment.
- High reliability: The equipment must have high reliability, priority is given to using equipment that has been granted international certificates or standards. Periodically check the operation of the equipment, replace the equipment that is damaged, or has not been damaged but has expired.
- Easy to maintain and upgrade: The equipment that needs maintenance must be designed so that it can be maintained without affecting the operation of the Data Center. When installing new equipment, there is no need to shut down the entire Data Center.
(e) Solutions for information safety and security

Resources for implementing the project on building the national database on asset and income control
(a) About funding
- Funding for the implementation of the Scheme shall be allocated from the state budget, in which:
+ The Government Inspectorate using the central budget shall build, manage, exploit and protect the national database on asset and income control nationwide.
+ Ministries, branches and localities shall ensure budget for agencies to control assets, construction income, manage, exploit, connect and protect the database on asset control and income in its scope of management.
- The management and use of funds for the implementation of the Scheme in accordance with the State's regulations, ensuring thrift and efficiency.
(b) About human resources
- The Government Inspectorate shall assume the prime responsibility for, and coordinate with the Ministry of Home Affairs in, organizing the performance of tasks assigned in Article 18 of Decree No. 130/2020/ND-CP dated October 30, 2020 of the Government to ensure human resources to manage and operate the national database on asset and income control.
- Relevant ministries, branches, localities, agencies and organizations shall, according to their competence, assign and arrange staff to perform the tasks of building and operating the asset control database, income within the scope of their management, ensuring safety, quality and efficiency.
