Based on population indicators and population density (T0102, H0102, X0102) guided in the Appendices promulgated together with Decision 05/2023/QD-TTg, population is defined as follows:

- A population is a collection of people living in a country, region, geo-economic region, or administrative unit.

In the statistics, the population is collected according to the concept of actual demographics permanently residing in households, which are people who actually regularly eat and stay in households up to the time of the census for 6 months or more, new children born before the time of the census and new people who move in will stay stably in the household, irrespective of whether or not there is a permanent residence in the commune, ward, town in which they are staying and those who are temporarily absent. Actual resident demographics in the household include:

- The actual person who regularly eats and stays in the household up to the time of statistics has been 6 months or more.

- Newly moved in less than 6 months but determined to eat and stay stably in households and newborn children before the time of statistics; irrespective of whether or not they have legal documents certifying such movement.

- Temporary absences include people who leave their households to do business elsewhere for less than 6 months from the time of statistics; persons who are working or studying in the country for a period of 6 months; the person who is visiting, going to relatives' houses, going on vacation, holidays, traveling, will return to the household; people who go on business trips, go fishing, take ocean liners, go on trips; persons permitted by competent agencies to work, work, study, treat or travel abroad, up to the time of statistics, they are still abroad during the licensed period; persons undergoing inpatient treatment in medical facilities; persons in military and police custody.

Based on population and population density indicators (T0102, H0102, X0102) guided in the Appendices promulgated together with Decision 05/2023/QD-TTg, population density is defined as follows:

- Population density is the average number of inhabitants per square kilometer of the territory of Vietnam.

- Population density is calculated by dividing the population (time population or average population) of a given population by its territorial area.

- The population density of each province, district and commune in order to reflect the geographical distribution of population at a certain time.

- Calculation formula: Population density (people/km2) = Number of population (people) / area (km2)

What are the regulations for subdivisions of population indicators when carrying out statistical work in the locality of Vietnam?

Based on population and population density indicators (T0102, H0102, X0102) guided in the Appendices promulgated together with Decision 05/2023/QD-TTg, the subdivision of population indicators is implemented as follows:

(1) Age

Age is the length of a person's life from the date of birth to a certain time. In the census, age is calculated as the number of round years (excluding odd days and months) and is often referred to as a round age.

The round age is determined as follows:

If the month of birth is smaller than (occurs before) the survey month:

Round Age = Year of Inquiry - Year of Birth

If the month of birth is greater than (after) or coincides with the month of the investigation:

Round age = Year of inquiry - Year of birth - 1

(2) Marital status

Marital status is determined as follows:

- Unmarried, or never married: A condition of a person who has never been married or has never lived with someone of the opposite sex as a spouse.

- Spouses: A person's status that is currently recognized by local laws or customs or customs as having a spouse or living with someone of the opposite sex as a spouse.

- Widowhood: The status of a person whose spouse has died and is not currently remarried.

- Divorce: The status of a person who was once married, but is currently divorced (has been ruled by the court) and is not currently remarried.

- Separation: A person's status above the law or local custom that recognizes that they are still married but do not currently live with the spouse as a spouse.

Note: The regulation of marital status in the above way applies to the source of information from surveys and only serves statistical purposes, is not a legal basis for determining a person's marital status as prescribed by law.

(3) Educational/technical qualifications

A person's education/technical qualification is the highest class completed in the national education system in Vietnam he or she has attended.

According to the Education Law, the national education system in Vietnam consists of formal and continuing education.

Education levels and training levels of the national education system in Vietnam, including: Preschool education, general education, vocational education and higher education.

The main concepts that are often used when collecting data on the educational level of the population are as follows:

- The highest level of education/technical qualification achieved includes:

+ General education: For those who have dropped out of school, it is the highest high school class that has finished school; for current school persons, is the previous high school class in which they have finished (= current class - 1);

+ Vocational education includes those who have graduated from primary, intermediate, college schools and other vocational training programs;

+ Intermediate are those who have graduated from intermediate level;

+ College are those who have graduated from college;

+ University are those who have graduated from university;

+ Above university are those who have graduated master's or doctoral degrees.

Main subdivisions:

- School attendance status (in school/dropped/never attended school);

- Literacy status (with/without literacy);

- Highest level of education (not graduated from primary school/graduated from primary school/graduated from secondary school/graduated from high school/graduated from elementary school/ graduated from intermediate/ graduated from college/ graduated from university/ master/doctorate);

- Technical qualifications (no technical/ beginner/ intermediate/ college/ university/ postgraduate qualifications).

(4) Religion

In statistical census, religion is understood as:

- A person who has faith or belief in a certain religious doctrine;

- A person who has joined a follower of a religion.

Decision 05/2023/QD-TTg takes effect from April 15, 2023.
