Vietnam: Use ID cards, eID, population database for carrying out administrative transactions and procedures instead of presenting family record books under Resolution 121/NQ-CP?

Use ID cards, eID, population database for carrying out administrative transactions and procedures instead of presenting family record books in Vietnam?
Pursuant to Section IX of Resolution 121/NQ-CP in 2022, there are provisions on the implementation of the Project on development of applications on population database, electronic identification and authentication for national digital transformation in the period of 2020-2025, with a vision to 2030 (Project 06) as follows:
- Ministers and heads of ministerial-level agencies shall urgently review documents within the their state management, identify issues to be amended and propose plans and roadmaps for amending to meet the proposed roadmap of Project 06, The Law on Residence and the removal of family record books and temporary residence books under the Law on Residence, send the results to the Ministry of Public Security by September 20, 2022.
+ On the basis of the review results of ministries and sectors, the Ministry of Public Security shall take charge for, and coordinate with the Ministry of Justice in, agreeing on a roadmap and solutions to amend documents and submit them to the Prime Minister for consideration and decision before September 30, 2022. If necessary, proposing to amend the document in the direction of formulating a decree amending many decrees according to the shortened order and procedures to solve issues related to the elimination of the family record book from January 1, 2023 must be conducted; completed in December 2022.
- Provincial-level People's Committees shall immediately review and adjust regulations on presenting family record books to use ID cards, eID, population database for carrying out transactions and administrative procedures for citizens; ensure conditions on information security for connection and use of data in the national population database instead of presenting the family record book, completed in October 2022.
- Ministries and agencies: Health, Justice, Labor - War Invalids and Social Affairs, Vietnam Social Insurance, Government Office urgently coordinate with the Ministry of Public Security to integrate and connect professional software with public service software for pilot deployment; completed by 2022-09-15.
- The Ministry of Labor, War Invalids and Social Affairs shall take charge for researching and formulating a Directive on promoting digital transformation in the implementation of social security policies and reporting to the Prime Minister.
Thus, provincial-level People's Committees will review and annual regulations on presenting family record books when carrying out administrative transactions and procedures. Instead, citizens shall use ID cards, electronic identification, population database to carry out administrative transactions and procedures.
Will family record books no longer be valid from January 1,2023 in Vietnam?
Pursuant to Clause 3, Article 38 of the Law on Residence 2020 as follows:

3. Starting from the date on which this Law comes into force, issued family registers and temporary residence registers may continue to be used and are equivalent to written confirmations of residence per this Law until December 31, 2022 inclusive.
In cases where information in a family register or temporary residence register differs from information in the residence database, the latter shall be used.
When a citizen carries out a residence registration procedure that changes information in their family register or temporary residence register, the registration authority shall revoke the issued family register or temporary residence register, update information in the residence database in compliance with regulations of this Law and not issue a new family register or temporary residence register or reissue the old family register or temporary residence register to the citizen.
According to the above provisions, the issued family record book is still valid until the end of December 31, 2022. Thus, from January 1, 2023, the household registration book will no longer be valid for use.
The Ministry of Planning and Investment must focus on completing the national master plan dossier for the period 2021-2030 in Vietnam?
Pursuant to Section VIII of Resolution 121/NQ-CP in 2022 as follows:
- The Government basically agrees with the Report No. 6234/TTr-BKHDT dated September 05, 9 of the Ministry of Planning and Investment on the orientation of the national master plan for the period 2021 - 2030, with a vision to 2050. The Ministry of Planning and Investment shall receive the opinions of government members and conclusions of the Prime Minister at the meetings; urgently complete relevant reports and dossiers to report to the Politburo according to regulations, ensuring on schedule.
- The Ministry of Planning and Investment shall take charge for, and coordinate with relevant agencies in, completing the dossier of the national master plan to appraising according to regulations, completing the dossier and reporting to the Government for consideration and decision before submitting to the15th National Assembly's 4th session, ensuring on schedule and quality.
