Urgently formulate and adjust the urban planning in administrative units for the 2022 - 2030 period in Vietnam?
Pursuant to Article 2 of Resolution 595/NQ-UBTVQH15 in 2022, the Standing Committee of the National Assembly sets out the following tasks and solutions:
- Review existing plannings; urgently organize the formulation and adjustment of urban planning and urban development programs in urban administrative units formed by merging with rural administrative units and allocate reasonable resources and funds for this work.
- Urgently formulate and adjust the urban planning with urban development programs, ensuring connectivity and conformity with national, regional and provincial plannings of localities.
- Focus on allocating investment resources and have appropriate urban infrastructure development roadmaps and plans so that within 05 years from the implementation of the arrangement, municipality formed by the arrangement of urban administrative units with rural administrative units must be classified and assessed the completion of criteria and standards of the corresponding type of municipality in accordance with the provisions of law.
- Only consider extending the time limit for assessment and reclassification of municipality for units that have a clear and feasible implementation roadmap and have not been able to complete the criteria and standards within the time limit due to objective and irreparable reasons and conditions, but not exceed 07 years.
Review and adjust plans for handling and reorganizing public administrative units in localities of Vietnam?
According to Point a, Clause 1, Article 2 of Resolution 595/NQ-UBTVQH15 in 2022 on reviewing and adjusting plans for handling and reorganizing public administrative units in localities as follows:
- Review and adjust plans for handling and reorganizing public administrative units in localities, especially in the health and education sector to better ensure and facilitate the provision of essential public administrative services to the people.
- Complete the assignment and arrangement of surplus officials, civil servants, public employees and employees as required in Resolution No. 653/2019/UBTVQH14 dated 12/3/2019 of the Standing Committee of the National Assembly on the arrangement of district and commune-level administrative units in the period 2019 - 2021.
Provincial-level governments must create consensus and high support among officials, communist Party members and people during the arrangement of administrative units in Vietnam?
Pursuant to Clause 3, Article 3 of Resolution 595/NQ-UBTVQH15 in 2022, the Standing Committee of the National Assembly requests provincial-level governments to perform the following tasks:
- Direct the definitive handling and settlement of outstanding issues from the arrangement of administrative units at district and commune levels in the period of 2019 - 2021 in the area;
- Integrate elements of arrangement and organization of territorial administrative units in the process of formulating and approving general plans; proactively conduct the entire and overall review of administrative units in the area to develop plans, the arrangement roadmaps under the regulations based on the standards of administrative units as prescribed, regional planning, provincial planning, urban development programs and other relevant plannings; immediately formulate the scheme for arrangement of administrative units after the plan is approved by the competent authority;
- Lead and direct local authorities in administrative units subject to arrangement and relevant local agencies and organizations to actively coordinate in formulating specific plans and plans for preparation of each type and group of work related to the implementation of administrative unit arrangement; focus on the plan for assigning and arranging surplus officials, civil servants and public employees, the plan for arranging and handling the working headquarters and public assets, the plan for ensuring security and defense and ensuring the stability of the people's lives in the administrative units making the arrangements;
- Proactively plan to early balance, prepare budgets and resources, mobilize social resources to support and create conditions for administrative units to make arrangements in the area early to stabilize organization and operation, invest in economic development, create a better environment and living conditions for the people;
- Focus on mobilizing, propagating, creating consensus and high support among officials, communist Party members and people in the localities during the arrangement of administrative units.
