Under the current regulations, what are the places for issuing citizen identity cards in Vietnam? Can Vietnamese citizens apply for citizen ID cards at the temporary residence?
Under the provisions of Article 10 of Circular 59/2021/TT-BCA, to answer the questions: "What are the places for issuing citizen identity cards?", "What are the places for issuing citizen identity cards according to current regulations?", Vietnamese citizens can apply for citizen identity cards in the following ways:
(1) Citizens shall apply at competent police authorities where the citizens register for temporary, permanent residence in person for issuance, replacement, re-issuance of Citizen Identity Cards.
(2) Citizens may apply for issuance, replacement, re-issuance of Citizen Identity Cards online on National public service portal or public service portal of Ministry of Public Security to have an appointment for settlement.
Citizens shall select service, examine and verify their information in National database on population, in case of accurate information, register time and location for issuance of Citizen Identity Cards; the system shall then transfer applications to police authorities where the citizens wish to apply to.
In case of inaccurate information, citizens shall present legal documents at competent police authorities capable of receiving application for issuance, replacement, re-issuance of Citizen Identity Cards as proof.
Thus, citizens can apply for Citizen Identity Cards at their permanent or temporary residence.
What are the places for carrying out procedures for issuance, replacement, and re-issuance of citizen identity cards by Vietnamese citizens?
According to the provisions of Article 26 of the Law on Citizen Identification 2014, Vietnamese citizens may choose any of the following places for carrying out procedures for issuance, replacement, and re-issuance of citizen identity cards:
- The citizen identification management agency of the Ministry of Public Security;
- Citizen identification management agencies of Public Security Departments of provinces and centrally run cities;
- Citizen identification management agencies of Public Security Divisions of rural districts, urban districts, towns and provincial cities or equivalent administrative units;
- When necessary, competent citizen identification management agencies shall carry out procedures for the issuance of citizen identity cards at communes, wards, townships, agencies, units or citizens’ places of residence.
In Vietnam, where is the date of issue located on a citizen identity card?
*Chip-based citizen identity card
- Under Article 3 of Circular 06/2021/TT-BCA as follows:
+ The date of issue of the citizen identity card is located on the back of the card, on the left, the second item from the top.
+ Above the date of issue of the chip-based citizen identity card is the entry with identification characteristics/Personal identification: This is a unique and stable external characteristic to distinguish one person from another.
+ The date of issue of the citizen identity car is respectively the electronic chip, seal and signature of the Director of the Administrative Administration of Social Order.
+ To the right of the date of issue of the chip-based citizen identity card is the fingerprint box of the left index finger / Left index finger and right index finger of the holder.
+ At the bottom is a character line called MRZ

- The citizen identity card has a barcode with the date of issue on the back of the card, in the bottom right corner, next to the fingerprint box, under the identification characteristics and barcode line.
What are the procedures for issuance, replacement, and re-issuance of Citizen Identity Cards in Vietnam?
Under Article 11 of Circular 59/2021/TT-BCA, the procedures for issuance, replacement, re-issuance of Citizen Identity Cards in Vietnam are specified as follows:
(1) Citizens shall apply for issuance of Citizen Identity Cards at competent police authorities capable of receiving application for issuance, replacement, re-issuance of Citizen Identity Cards in person.
(2) Police officers receiving application for issuance, replacement, re-issuance of Citizen Identity Cards shall collect citizen information: Search for citizen information on National database on population; select class and appearance description; collect fingerprints; take portrait photos; print Citizen Identity Card information collection form, population information collection form (if any), population information update, revision form (if any) to allow citizens to inspect, sign and specify full name; collect charges as per the law; issue notice on result collection date.
(3) Collect ID Cards, current Citizen Identity Cards in case citizens apply for conversion from ID Cards to Citizen Identity Cards or revision of Citizen Identity Cards.
(4) Research Citizen Identity Card storage to verify citizen information (if any).
(5) Process and approve applications for issuance, replacement, re-issuance of Citizen Identity Cards.
(6) Return Citizen Identity Cards and results of issuance, replacement, re-issuance of Citizen Identity Cards.
In case citizens register for returning Citizen Identity Cards to specific address, police authorities shall produce lists and cooperate with delivery service to implement while citizens shall pay delivery fees as per the law.
Note: From July 1, 2024, the Law on Identification 2023 takes effect, and the Law on Citizen Identification 2014 will expire.
