On March 13, 2024, the Ministry of Natural Resources and Environment issued Decision 615/QD-BTNMT 2024 on the Plan for implementation of the National Emulation Movement on developing a learning society and promoting lifelong learning from 2023 to 2030.
Under Decision 615/QD-BTNMT 2024, what are the contents of the National Emulation Movement on developing a learning society and promoting lifelong learning from 2023 to 2030 in Vietnam?
According to Section 2 of Decision 615/QD-BTNMT 2024, the contents of the National Emulation Movement on developing a learning society and promoting lifelong learning from 2023 to 2030 are specified as follows:
(1) Propagate, disseminate, and raise awareness and effectiveness of learning promotion, talent promotion, lifelong learning, development of a learning society and learning models in the conditions of the digital economy and digital society; emulation of lifelong learning; promote initiatives and solutions to encourage and develop a learning culture in the agencies, units, and organizations.
(2) Coordinate and participate in the formulation of mechanisms and policies to support and promote the operation of formal and non-formal education and training institutions, cultural institutions, and community learning centers, creating opportunities and favorable conditions for lifelong learning changes,
(3) Comprehensively, synchronously, and effectively perform key tasks and take solutions mentioned in the Plan for Implementation of the Scheme on "development of a learning society from 2021 to 2030" of the Ministry (issued under Decision 4172/QD-BTNMT dated December 28, 12, 2023 of the Minister of Natural Resources and Environment).
(4) Emulate to improve the capacity to use modern learning technologies, specializing in digital transformation in lifelong learning activities; improve digital and foreign language proficiency for officials, public employees and employees; carry out learning all the time, everywhere by any method to serve the job.
(5) Emulate to promote the lifelong learning movement in agencies, units, and organizations and build models of learning citizenship and building a learning culture.
(6) Emulate timely access to international trends and experiences in the fields of education, lifelong learning, online learning in the open education system, distance learning, and actively participating in the global learning city.
What are the emulation criteria applicable to the educational, training and retraining institutions affiliated to the Vietnam Ministry of Natural Resources and Environment?
According to Subsection 1, Section 3, Decision 615/QD-BTNMT 2024, the emulation criteria applicable to the educational, training, and retraining institutions affiliated to the Vietnam Ministry of Natural Resources and Environment are specified as follows:
- Promptly and actively participate in formulating and perfecting mechanisms and policies to promote lifelong learning and build a learning society.
- Pay attention to investing resources, including finance, facilities and equipment to ensure the provision of learning services for all classes of people, learning curriculums and materials according to the functions and tasks of agencies and units.
Well perform the tasks assigned in Plan No. 444-KH/BCSĐTNMT dated 14/11/2018 of the Party Personnel Committee, Party Committee of the Ministry of Natural Resources and Environment to implement Resolution 26-NQ/TW 2018 of the Seventh Conference of the XII Central Committee on focusing on developing officials at all levels, especially the strategic level, sufficient quality, capacity and prestige, on par with the task.
- Organize a practical and effective emulation movement with rich and diverse contents and forms to propagate and disseminate awareness raising for public employees and employees in agencies and units on lifelong learning, development of a learning society in the digital economy and digital society, digital government;
Consolidate and form the habit of being proactive, self-consciously learning, and updating knowledge in the technological environment with the motto of self-study as the main motto.
- Have a plan for training and retraining for the contingent of public employees and employees under their management.
What are the forms and criteria for commendation in the National Emulation Movement on developing a learning society and promoting lifelong learning from 2023 to 2030 in Vietnam?
Under subsection 2 Section 3 of Decision 615/QD-BTNMT 2024 as follows:
(1) Commendation forms
- Annual commendation
Based on the results of the emulation movement of collectives, individuals, agencies, organizations, and units to praise and commend promptly according to the competence of typical collectives and individuals in appropriate forms and under the law on emulation and commendation.
- Commendation in the preliminary round for the 2023 - 2025 period
The Ministry of Natural Resources and Environment will organize the preliminary conclusion of the Emulation Movement in 2025 and commend collectives and individuals with outstanding typical achievements in the Emulation Movement.
- Commendation for the 2023 -2030 period
+ Diploma of Merit from the Prime Minister of Vietnam
The Ministry of Natural Resources and Environment selects from 01 to 02 collectives and individuals with outstanding typical achievements in implementing the Emulation Movement to request the Prime Minister of Vietnam to award Diplomas of Merit.
+ Diploma of Merit from the Minister of Natural Resources and Environment
+ Agencies and units select from 01 to 02 collectives and individuals with outstanding typical achievements in the Emulation Movement to request the Minister of Natural Resources and Environment to award the Diploma of Merit.
(2) Commendation criteria
Based on achievements in the implementation of the National Emulation Movement on developing a learning society and promoting lifelong learning from 2023 to 2030 of the Ministry of Natural Resources and Environment, the consideration to commend outstanding collectives and individuals shall comply with the provisions of the law on emulation, commendation and commendation criteria mentioned in Section 3 of Guideline 216/HD-BNV 2024 of the Ministry of Home Affairs guiding the commendation of achievements in the National Emulation Movement on developing a learning society and promoting lifelong learning from 2023 to 2030.
