On March 31, 2023, the Supreme People's Court issued Announcement 09/TB-TANDTC for 2023 regarding the recruitment of Court Clerks for the first period of 2023.
Regarding the quota, Section 1 of Announcement 09/TB-TANDTC of 2023 states that the recruitment quota includes 220 official clerk positions working at different levels of the People's Courts.

What are the conditions for registering to apply for a Clerk position at the People's Court of Vietnam?
Based on Announcement 09/TB-TANDTC for 2023:
General conditions:
Individuals meeting the following conditions, regardless of ethnicity, gender, social composition, beliefs, or religion, can register to apply for a position at the People's Court:
- Must have Vietnamese nationality;
- Be 18 years of age or older;
- Have a completed application form;
- Have good political qualities, ethics, and a political history that adheres to the regulations of the Communist Party and the Supreme People's Court (or TA system) regarding internal political protection;
- Be in good health as concluded by a competent medical authority, without deformities, disabilities, speech impediments; men must be at least 1.60 meters tall and weigh at least 50 kilograms; women must be at least 1.55 meters tall and weigh at least 45 kilograms.
Conditions and standards required for the Clerk position:
- Professional qualifications:
+ Have a Bachelor of Laws degree with a regular study program and at least a good grade;
+ Have a certificate (or acknowledgment) of graduation issued by the Court Academy for the Court Clerk training class, Clerk skills class, or Judge skills class; or have a certificate (or acknowledgment) of graduation issued by the Judicial Academy for the trial training class, examination training class, or lawyer profession (three-pronged training program).
- Foreign language proficiency: Have an English proficiency certificate at Level 2 (or equivalent) according to the Vietnamese Foreign Language Competence Framework as stipulated in Circular 01/2014/TT-BGDDT;
- Information technology proficiency: Have a basic IT application certificate according to the skill standards stipulated in Circular 03/2014/TT-BTTTT.
In addition, individuals not eligible to apply for the official Clerk position are:
The following individuals are not eligible to apply for the official Clerk position:
- Do not meet the conditions and standards specified in sections 2.1 and 2.2 of this part;
- Do not reside in Vietnam;- Lack or have limited civil act capacity;
- Are under criminal prosecution; are serving or have served a criminal sentence or court decision without having their criminal record expunged; are subject to administrative measures of being sent to compulsory detoxification centers or educational institutions; have been reprimanded or are under disciplinary review by a competent authority.
What documents are required to register for the recruitment in Vietnam?
Based on Announcement 09/TB-TANDTC for 2023:
Application dossier (contained in a dossier folder), clearly labeled on the outside "Application for Recruitment of Official Clerk at the People's Court, First Period, 2023", stating full name, address, contact phone number, and listing all documents included in the dossier, consists of:
- Recruitment application form according to the template (Appendix 01);
- Autobiographical résumé according to the template (4x6 photo attached), certified by the local authority where the applicant resides or the state agency where the applicant is working, within 30 days of the application submission date (Appendix 02);
- Preliminary selection form (Appendix 03);
- Copies of diplomas, transcripts, certificates required for the applied position, authenticated by a competent authority.
Foreign-language diplomas, transcripts, certificates must be recognized by the competent authority according to the regulations of Circular 13/2021/TT-BGDDT;
- Copy of birth certificate, identity card, or citizen identification card issued by a competent authority;
- Judicial record certificate issued by a competent authority (Candidates to complete this item upon notification of successful application);
- Health certificate issued by a competent medical authority within 30 days of the application submission date;
- Documents issued by the competent authority verifying the applicant's priority status, exemption from foreign language and IT exams;
- Three (03) stamped envelopes with the recipient's address and phone number.
Candidates applying for the recruitment are responsible for the accuracy of the information declared in the application dossier. The Supreme People's Court will only accept dossiers that meet the requirements specified in this Announcement and will not return dossiers if the application is unsuccessful.
