Does the National Assembly of Vietnam propose to continue seriously implementing thrift practice and waste combat?
According to Resolution 63/2022/QH15 on the 3rd Session, the 15th National Assembly promulgated as follows:
- Regarding the results of the thrift practice and waste combat, the National Assembly of Vietnam basically agreed with the results of the thrift practice and waste combat in 2021 as reported in the Report No. 177/BC-CP dated May 13, 2022 issued by the Government of Vietnam .
- In order to continue to improve efficiency, overcome shortcomings and limitations in thrift practice and fight waste, the National Assembly of Vietnam proposes to the Government:
+ Strictly implement the thematic supervision plan "Implementation of policies and laws on thrift practice and waste combat in the period 2016 - 2021" of the National Assembly.
+ Completely solve the shortcomings mentioned in the monitoring periods of the National Assembly's agencies on the debt situation, detailed regulations and implementation guidelines.
+ Expeditiously direct the review, promulgation or submission to competent authorities for finalization of policies and laws on land, State budget, public investment, management and use of public assets, equitization of state-owned enterprises, minerals, water resources, forest resources… according to the Plan No. 81/KH-UBTVQH15 dated November 5, 2021 of the National Assembly Standing Committee to ensure anti-corruption, negativity and waste.
+ Direct agencies to urgently promulgate incomplete standards, norms and unit prices as prescribed; review, amend and supplement regulations on standards, norms and unit prices that are no longer consistent with reality.
+ Strengthen inspection and strictly handle violations in the procurement of goods, equipment and supplies as well as in excess of demand, standards and norms, unless otherwise permitted by law;
+ Thoroughly save state budget spending.
+ Strictly handle acts that cause loss and waste in the management and use of state budget capital, state capital, public property, labor, working time in the state sector, management, exploitation and use of natural resources, especially land and minerals;
+ Resolutely expropriate the land that has been allocated but has not been put into use or is used for wrong purposes as prescribed by land law; annually, report to the National Assembly results of review and handling of these violations at the mid-year meeting;
+ Find solutions to overcome inadequacies in management, exploitation and use of renewable resources and renewable energy; manage the exploitation and use of digital resources, radio frequency bands, telecommunications number warehouses, databases...;
+ Tighten administrative discipline, strengthen inspection and examination of officials performing official duties in order to improve the quality and efficiency of state administrative agencies' service to the people;
+ Continue to review and speed up the internal organizational structure arrangement of ministries and branches in the direction of reducing focal points, reduce intermediaries, clearly delineate functions and tasks; resolutely handle violations in recruitment, appointment and arrangement of officials and public employees;
+ Promote reform of administrative procedures and application of information technology to provide public services, solve problems of people and businesses, reduce procedures and troubles and increase people's satisfaction.

What are the principles of thrift practice and waste combat in Vietnam?
According to Article 4 of the Law on thrift practice and waste combat 2013, the principles of thrift practice and waste combat are as follows:
"Article 4. Principles in thrift practice and waste combat
1. Thrift practice and waste combat shall be a regular task, from guidelines, mechanisms and policies to organization of implementation in association with inspection and supervision.
2. Thrift practice and waste combat must be based on norms, criteria, regimes and other provisions of law.
3. Thrift practice and waste combat must be associated with administrative reform and the fulfillment of assigned tasks, not affecting the normal operation of agencies and organizations.
4. Management decentralization and close coordination among levels, sectors, agencies and organizations in the performance of assigned tasks, and in association with the responsibilities of cadres, civil servants and public employees in agencies and organizations must be conducted for thrift practice and waste combat.
5. Democracy, publicity and transparency must be guaranteed; the supervision role of the National Assembly, People’s Councils at all levels, Vietnam Fatherland Front and its member organizations and the people must be protected in thrift practice and waste combat."
What are the responsibilities of officials and public employees in thrift practice and waste combat in Vietnam?
According to Article 8 Law on thrift practice and waste combat 2013, the regulations on thrift practices and waste combat are as follows:
"Article 8. Responsibilities of officials and public employees
1. To realize thrift programs, plans, targets and norms and waste combat requirements as assigned.
2. To manage and use the allocated state capital and assets for proper purposes and according to quotas, criteria and entitlements; to make explanations on, and take personal responsibility for, the occurrence of waste within the scope of their management and use.
3. To participate in people’s inspection activities, participate in supervision and propose measures and solutions for thrift practice and waste combat in their agencies or organizations and in their assigned work fields; to detect, stop and handle in time wasteful acts under their competence."
Thus, in this Resolution, the National Assembly proposes the Government to strictly implement the thematic supervision plan "The implementation of policies and laws on thrift practice and waste combat in the 2016-2021 period" to strictly handle acts causing loss and waste in the management and use of state budget capital.
Resolution 63/2022/QH15 takes effect from July 31, 2022.
