What are the duties of youth volunteers in Vietnam?

Pursuant to Clause 2, Article 3 of Decree 17/2021/ND-CP as follows:

- Participate in socio-economic development programs, schemes, and projects approved by competent authorities that individuals voluntarily register with the lead agency for the duration of 24 months or more (hereinafter referred to as youth volunteers participating in programs, schemes, and projects);

- Participate in voluntary activities for benefit of the community and society that individuals voluntarily register with agencies, organizations, and units organizing voluntary activities for the community and society (hereinafter referred to as youth volunteers for the community and society).

Shall youth volunteers who die during participation in voluntary activities receive funeral allowances in Vietnam?

Pursuant to Clause 11 Article 9 of Decree 17/2021/ND-CP as follows:

Youth volunteers who die during participation in voluntary activities shall be entitled to funeral allowances in accordance with the law on social insurance, and be supported by the local authorities of the localities where the voluntary activities take place to bring them back to their hometowns or families at the request of their relatives.

Accordingly, youth volunteers who die during participation in voluntary activities shall be entitled to funeral allowances in accordance with the law on social insurance.

At the same time, youth volunteers who die during participation in voluntary activities shall be supported by the local authorities where the volunteer activity takes place to bring them back to their hometowns or families at the request of their relatives.

What are the benefits for youth volunteers facing accidents during participation in voluntary activities without the social insurance premium payment in Vietnam?

Pursuant to Clause 6 Article 9 of Decree 17/2021/ND-CP as follows:

6. Youths who are not subject to social insurance or compulsory health insurance and who have not yet participated in social insurance or voluntary health insurance while performing voluntary duties face accidents, the following benefits shall be guaranteed by agencies, organizations and units organizing voluntary activities:
a) In case of an accident resulting in a decrease in working capacity from 5% to 30%, at least half of the costs of treatment, rehabilitation and rehabilitation shall be provided;
b) In case of an accident resulting in a decrease in working capacity of 31% or more, in addition to the support regime entitled to the provisions of Point a of this Clause, it is also entitled to a one-time allowance with a minimum amount of VND 5,000,000, then for every additional decrease of 01%, it will be increased by at least VND 1,000,000;
c) In case of death due to a labor accident, a one-time allowance with a minimum amount of VND 50,000,000 shall be provided.

Thus, youth volunteers facing accidents during participation in voluntary activities without the social insurance premium payment in Vietnam are still entitled to the following benefits:

- Enjoy policies to support vocational training and job creation in accordance with the law on vocational education and the law on employment.

- Be considered and prioritized for selection to participate in programs, schemes, and projects on socio-economic development and national defense if participating in voluntary activities for 03 months or more. In the case of participating in many voluntary activities in batches, the time to participate in voluntary activities will be accumulated.

What are the principles for paying benefits to youth volunteers in Vietnam?

Pursuant to Article 4 of Decree 17/2021/ND-CP, the principles for paying benefits to youth volunteers in Vietnam are:

- Ensure publicity, transparency, timeliness, and compliance with the provisions of the law.

- The Government and local authorities shall create conditions for youth volunteers to participate in volunteer youth organizations and voluntary activities in accordance with the provisions of the law.

- The Government, local authorities, the Ho Chi Minh Communist Youth Union, and youth organizations established in accordance with the law honor, praise, recognize or propose competent authorities to reward volunteer youths for achievements in the performance of their duties; young volunteers have many contributions to voluntary activities.

- Agencies, organizations, and individuals shall be responsible before the law for failing to perform or improperly performing their responsibilities as prescribed in Decree 17/2021/ND-CP.
