Vietnam: Shall the Decree on Amendments and Supplementations to Decree 85/2013/ND-CP on implementation of administrative procedures under the National Single Window be issued?
- Developing and implementing the Project on building and developing Project on building and developing a centralized information technology system to serve the digital transformation and implement NSW and ASW in Vietnam
- Issuing a Decree on the connection and share of information on exporting, importing, transiting goods, exitting, entrying, transiting people and means of transport under NSW mechanism in Vietnam
- Fully completing the legal basis for building and developing a centralized information technology system serving digital transformation and the implementation of NSW and ASW
In order to support and promote the digital transformation of ministries and sectors in sync with the digital transformation of customs operations, and promote digital transformation in activities of National Single Window (NSW), ASEAN Single Window (ASW) must ensure the implementation of the following tasks:
Developing and implementing the Project on building and developing Project on building and developing a centralized information technology system to serve the digital transformation and implement NSW and ASW in Vietnam
Pursuant to Item 3.1, subsection 3, Section IV, Part II of the Plan promulgated together with Decision 707/QD-TCHQ in 2022 as follows:
The main task in digital transformation for NSW and ASW is to develop and implement the Project on building and developing building and developing a centralized information technology system to serve the digital transformation and implement NSW and ASW, including the specific tasks are as follows:
- Coordinate with ministries and branches to standardize professional processes on the implementation of NSW, ASW and non-ASEAN to meet the requirements of state management and requirements for digital transformation of the Customs sector to submit to the Prime Minister for approval.
- Coordinate with ministries and branches to review and propose a list of vouchers and documents falling under administrative procedures under NSW, ASW and non-ASEAN with the requests to be digitized to submit to the Prime Minister. Government for approval.
- Coordinate with units and ministries and branches to review, harmonize and unify a set of deployed information indicators in NSW and submit it to the Prime Minister for approval on the basis of digitized vouchers and documents falling under administrative procedures under NSW, ASW and non-ASEAN.
- Build and develop a centralized information technology system to serve the digital transformation and implement NSW, ASW and non-ASEAN with the orientation of restructuring the NSW to become the receiving and sharing site of information, data and electronic documents for all parties participating in cross-border trade, supply chain and logistics activities through centralization of data and data processing.
- Take charge for, and coordinate with concerned ministries and branches in connecting the customs IT system, the IT system serving the implementation of NWS, AWS and non-ASEAN with the IT system of the relevant ministries, branches and units to ensure that information of people and businesses is provided only once and used many times.
Issuing a Decree on the connection and share of information on exporting, importing, transiting goods, exitting, entrying, transiting people and means of transport under NSW mechanism in Vietnam
Pursuant to Item 3.2, subsection 3, Section IV, Part II, the plan promulgated together with Decision 707/QD-TCHQ in 2022, to ensure the objective of digital transformation must develop and submit to the competent authorities for promulgation of a Decree on the connection and share of information on exporting, importing, transiting goods, exitting, entrying, transiting people and means of transport under NSW mechanism. The formulation and promulgation of a Decree on the connection and share of information on exporting, importing, transiting goods, exitting, entrying, transiting people and means of transport under NSW mechanism shall serve the following purposes:
- Create favorable conditions for parties involved in the management, transportation and trading of import, export and transit goods; manage people and means of entry, exit and transit through the exchange of information, records and electronic documents related to the above subjects.
- Issue a Decree to solve the inadequacies in connection and sharing of information and data among ministries and agencies specified in a number of specialized decrees of the Government and solve difficulties and issues in the practice of sharing information under NSW.
In addition, the General Department of Customs also issued a Decree to supplement a number of contents to ensure the effective implementation of Decree No. 85/2013/ND-CP dated November 14, 2013 of the Government of Vietnam provided for the execution of administrative procedures according to NSW, ASW mechanism and specialized inspection for exported and imported goods.
Fully completing the legal basis for building and developing a centralized information technology system serving digital transformation and the implementation of NSW and ASW
Pursuant to Section 3.3, Subsection 3, Section IV, Part II of the Plan issued together with Decision 707/QD-TCHQ in 2022, in order to fully complete the legal basis for building and developing centralized information technology system serving digital transformation and the implementation of NSW and ASW should perform the following tasks:
- Carry out administrative procedures according to NSW and ASW.
- Provide online public utilities and services for people and businesses.
- Connect, exchange and share information between state management agencies and relevant parties to improve the efficiency of direction and administration as well as to facilitate trade.
