What is the general objective of the master program on state administrative reform in the 2021 - 2030 period?

Pursuant to Section II, Article 1 of Resolution 76/NQ-CP in 2021 as follows:

Continue to build a democratic, professional, modern, streamlined, effective, efficient, enabling, serving administration with integrity on the basis of the Party’s viewpoints, policies and guidelines on comprehensively and synchronously promoting the renovation process, building a socialist-rule-of-law state of the people, by the people and for the people in the 2021 -2030 period.

What are the detailed objectives for reforming the state administrative apparatus in Vietnam?

Pursuant to subsection 3, Section III, Article 1 of Resolution 76/NQ-CP in 2021 as follows:

Continue to review the functions and tasks of state administrative agencies at all levels and specify the work of state administrative agencies; clearly define the organizational model of rural, urban, island government and special administrative - economic units; Increase innovation and improve working methods in order to improve the effectiveness and efficiency of state management activities and rearrange and streamline the organizational system of state administrative agencies at all levels according to regulation; Promote decentralization of state management; strengthen the review and rearrangement of the system of public administrative units towards a streamlined, rational structure and improve operational efficiency.

- By 2025:

+ Complete the research and propose the overall organizational model of the state administrative apparatus in accordance with the specific requirements and conditions of our country in the new period.

+ Clearly define the functions, tasks and powers of each agency or organization; overcome the situation of overlapping, duplication or omission of functions and tasks between agencies and organizations in the administrative apparatus of government.

+ Complete the arrangement of administrative units at district, commune and village levels, residential groups according to prescribed standards.

+ Reduce at least the national average by 10% in the number of public administrative units and 10% of non-business payrolls receiving salaries from the state budget compared to 2021.

+ Reach at least 90% for the satisfaction level of people and organizations with the service of state administrative agencies and at least 85% for people's satisfaction with the provision of public health and education services

- By 2030:

+ Continue to rearrange and consolidate the Government's organizational structure in the direction of rationally reducing the focal points of ministries and ministerial-level agencies and correspondingly reducing the number of specialized agencies under the People's Committees of provinces and districts; drastically reduce the focal point of intermediary organizations.

+ Continue to reduce on average 10% of non-business payrolls receiving salaries from the state budget compared to 2025.

+ Reach at least 90% for the satisfaction level of people and organizations with the service of state administrative agencies and at least 90% for people's satisfaction with the provision of public health and education services.

+ Clearly define and organize the implementation of the model of rural, urban, island government and special administrative - economic units.

What are the duties for reforming the state administrative apparatus in Vietnam?

Pursuant to subsection 3, Section III, Article 1 of Resolution 76/NQ-CP in 2021 as follows:

- Develop and complete policies and laws on the organization of the state administrative apparatus:

+ Research and propose models and organizational structure of the Government in the context of promoting the development of e-Government and digital government and actively participating in and adapting to the Fourth Industrial Revolution.

+ Review and clearly define tasks of administrative agencies to perform, tasks to be decentralized to localities and subordinates to perform; the work to be transferred to enterprises and social organizations; on that basis, design and organize the appropriate administrative apparatus at the central and local levels.

+ Research and clarify the theoretical and practical basis, the multi-sectoral and multi-sectoral management scope of a number of ministries and branches, especially those with similar and overlapping functions and tasks in order to give appropriate measures and implement consolidating and reorganizing organizational structures, ensuring the streamlining of ministries and ministerial-level agencies.

+ Localities piloting consolidation and merger of specialized agencies according to Conclusion No. 34-KL/TW dated August 7, 2018 of the Politburo on the implementation of a number of pilot models according to Resolution No. No. 18-NQ/TW dated October 25, 2017 shall summarize the pilot implementation under the request of the competent authority.

- Organize, arrange and consolidate agencies in the state administrative apparatus:

+ Continue to review, arrange and streamline the organizational apparatus of agencies and units, reduce the focal point of intermediary organizations, thoroughly overcome the duplication and overlap of functions and tasks, ensuring principle that an organization can take on many things, but one task is chaired by only one organization and is primarily responsible.

+ Continue to pilot the transfer of a number of public administrative tasks and services that the State does not necessarily have to perform to enterprises and social organizations.

+ Arrange and minimize project management boards and inter-sectoral coordination organizations, especially those with specialized assisting departments.

- Research, amend, supplement and complete regulations on organization of local government in the direction of more clearly delineating the organization of government apparatus in urban, rural, island and special administrative - economic units. :

+ Rearrange, consolidate and reorganize administrative units at district and commune levels according to the provisions of law; research and pilot the arrangement of provincial-level administrative units.

+ Promulgate solutions to encourage mergers and increase the size of administrative units at all levels in places where conditions are available to improve management and administration capacity and strengthen local resources.

+ Arrange and merge villages and residential groups in accordance with the requirements of management and organization of activities of villages and residential groups.

+ Pilot model of urban government under provincial level, special administrative - economic units in places where conditions are available.

- Renovate the system of organization and management; improve operational efficiency to streamline the focal point, overcome overlapping, spreading and duplicating functions and tasks of public administrative units:

+ Review and finalize regulations on classification criteria, conditions for establishment, merger, consolidation and dissolution of public administrative units in each branch or field; planning the network of public administrative units, focusing on the following areas: Health; education and training; labor, war invalids and society; science and technology; culture, sports and tourism; information and communication.

+ Convert qualified public administrative units into joint stock companies.

+ Research and promulgate measures to innovate management, organization and operation methods to improve governance capacity; Pilot the recruitment and hiring of executives at public administrative units.

- Strengthen decentralization, strong and reasonable decentralization between the central and local governments, between superiors and subordinates, associated with powers and responsibilities; encourage dynamism, creativity and promote the positivity and initiative of all levels and branches in performing state management tasks.

+ Review, amend and supplement regulations on decentralization of management between central and local governments; decentralization among local levels.

+ Promulgate mechanisms and policies to strictly control power, ensure democracy, openness, transparency and promote accountability in the organization performing decentralized tasks. Implement measures to effectively monitor, check and supervise the performance of decentralized tasks.

- Research and implement measures to innovate working methods, improve productivity and operational efficiency of state administrative agencies at all levels on the basis of strong application of scientific and technological advances, IT applications; strengthen the direction, administration and handling of the work of administrative agencies at all levels in the digital environment, organize meetings and conferences in the form of online without paper documents.
