How are operation frequency of rail transport reopening in areas with Covid-19 epidemics?
According to the guidance in Clause 3, Article 1 of Decision 362/QD-BGTVT in 2022, from March 24, 2022, rail transport operations will be implemented to ensure safe, flexible, and effective adaptation to control Covid-19 epidemic with operation frequency on the train operation chart announced by the Vietnam Railways Corporation under the regulations as follows:
"Article 1. Promulgating interim guidance on organizing rail transport operations to ensure safe, flexible and effective adaptation to control the COVID-19 epidemic with the following contents:
...
3. Frequency of railway transport operation: Railway transport enterprises shall comply with the train operation chart published by the Vietnam Railways Corporation in accordance with regulations."
What are conditions for reopening railway routes in the entire country satify from March 24, 2022?
According to the guidance in Clause 4, Article 1 of Decision 362/QD-BGTVT in 2022, rail transport operations reopening in areas with Covid-19 epidemics must comply with Decision No. 218/QD-BYT dated 27 January 1, 2022 of the Minister of Health promulgates Interim Guidelines on medical professionals for implementing Resolution No. 128/NQ-CP dated October 11, 2021 of the Government issuing the Temporary Regulation " Safely adapting, flexibly, and effectively to controll the COVID-19 epidemic” of the National Steering Committee for Covid-19 prevention and control and local regulations on epidemic, passengers and railway transport enterprises must satify the following requirements:
"Article 1. Promulgating interim guidance on organizing rail transport operations to ensure safe, flexible and effectiveadaptation to control the COVID-19 epidemic with the following contents:
...
4. Measures to prevent the spread of COVID-19: To comply with the provisions of Decision No. 218/QD-BYT dated January 27, 2022 of the Minister of Health, promulgating Interim Guidelines on practical medical expertise. implementing Resolution No. 128/NQ-CP dated October 11, 2021 of the Government promulgating the temporary regulation "Safe adaptation, flexibility, effective control of the COVID-19 epidemic", of the National Steering Committee on COVID-19 prevention and control and local regulations on epidemic prevention and control.
4.1. Engine steering board (including train driver, assistant driver); crew (including: ship captain and staff on board); Railway station workers and passengers must meet the following requirements:
a) Comply with the “5K Message”; medical declaration according to regulations of the Ministry of Health;
b) Strictly implement measures to prevent and control the COVID-19 epidemic under the guidance of the National Steering Committee for COVID-19 prevention and control and the Ministry of Health;
c) Medical testing, medical isolation: comply with the requirements and instructions of the Ministry of Health and local Health.
4.2. Rail transport businesses must fully implement COVID-19 prevention and control measures as required and guided by the National Steering Committee for COVID-19 Prevention and Control, Ministry of Health and Local Health.
4.3. In case the Government and the National Steering Committee for COVID-19 Prevention and Control, the Ministry of Health issues new regulations on COVID-19 prevention and control for the subjects applied in this Temporary Guidance, new regulations shall be applied."
There are 3 fields of transport operation reopened in all areas with Covid-19 epidemic
According to the guidance in Clause 4, Article 1 of Decision 359/QD-BGTVT in 2022, from March 22, 2022 on allow for resumption of roadway, inland waterway, maritime transport as follows:
"Article 1. Promulgating interim guidance on organization of transport operations in 3 areas (roadway, inland waterway, maritime) to ensure safe, flexible, and effective adaptation to control Covid-19 epidemic with the following contents:
...
4. Roadway (including internal transport), inland waterway and maritime transport in epidemic-hit areas at level 1, level 2, level 3 and level 4 are allowed to operate. but must fully implement measures to prevent and control the COVID-19 epidemic at the request and guidance of the local Ministry of Health and Health."
Besides, according to the guidance in Clauses 5 and 6, Article 1 of Decision 359/QD-BGTVT in 2022, traffic participants and transport business units in 3 fields: roadway, inland waterway and maritime must satify the following requirements for Covid-19 when operating:
"Article 1. Promulgating interim guidance on organization of transport activities in 3 areas (roadway, inland waterway, maritime) to ensure safe, flexible, and effective adaptation to control Covid-19 epidemic with the following contents:
...
5. Vehicle drivers (drivers, assistants, loading and unloading staff accompanying the vehicle; train drivers, sailors, loading and unloading staff accompanying the ship), passengers participating in traffic in 3 areas (road, inland waterways, maritime) must meet the following requirements:
5.1. Comply with the “5K Message”; medical declaration according to regulations of the Ministry of Health;
5.2. Strictly implement measures to prevent and control the COVID-19 epidemic under the guidance of the National Steering Committee for COVID-19 Prevention and Control and the Ministry of Health;
5.3. Medical testing, medical isolation: comply with the requirements and instructions of the Ministry of Health and local Health.
6. Transport business units and enterprises, bus stations, roadside rest stops; seaport; inland waterway ports and wharves; Other cargo handling hubs in epidemic areas at level 1, level 2, level 3 and level 4 are allowed to operate but must fully implement measures to prevent and control the Covid-19 epidemic according to requirements and instructions of the Ministry of Health and local Health."
