Vietnam: Promoting the application of e-ticket sales and improving the quality of traffic services during the April 30 and May 1 holidays

In order to better serve the people's travel needs and ensure traffic order and safety in the new normal conditions and the April 30 and May 1 holidays (from April 30 to May 3, 2022), the Prime Minister requested the ministries and agencies within the ambit of their tasks and powers to direct and well implement the below contents.

According to Official Dispatch 360/CD-TTg dated April 20, 2022 on serving the travel needs of the people and ensuring traffic order and safety during the holidays of April 30 and May 1, 2022. Accordingly, in order to well serve the people's travel needs and ensure traffic order and safety in the new normal conditions and the holidays of April 30 and May 1 (from April 30 to May 1 to the end of May 3, 2022), the Prime Minister of Vietnam requested the ministries and agencies: Public Security, Transport, Education and Training, Information and Communication, Culture, Sports and Tourism , National Traffic Safety Committee, socio-political organizations, Vietnam Television Station, Voice of Vietnam Radio, Vietnam News Agency, People's Committees of provinces and cities under central direct management within the ambit of their duties and powers direct and perform well the following contents:

Transporting passengers and goods to promote selling of e-tickets and strict Covid-19 prevention and control in Vietnam

- Having a plan to restore and ensure the capacity, quality and safety of passenger and cargo transport activities under new normal conditions, especially passenger and student transport activities. student;

- Requesting transport business units, major traffic hubs (bus stations, railway stations, airports, seaports, ports, inland waterway terminals) to strictly comply with the provisions of the law on traffic safety, push strongly apply the sale of electronic tickets, improve service quality, publicly list fares by route, time and type of service;

-At the same time strictly complying with regulations on Covid-19 prevention and control.

- Suspending the operation of illegal bus stations and docks, vehicles that do not meet technical safety standards, do not have life-saving and anti-wreck equipment, or carry more than the prescribed number of people.

Ensuring the circulation of vehicles to avoid traffic jams in Vietnam

- Proactively having a plan to regulate, rationalize traffic flows, guide vehicles to circulate safely and smoothly, focusing on routes in high-risk areas leading to traffic accidents, traffic jams, traffic jams, etc. especially on the main axes in and out of Hanoi and Ho Chi Minh City, national highways, key traffic hubs, tourist attractions, amusement parks, bus stations, piers, stations and points under construction;

- Proactively suspending toll collection and discharge stations to clear vehicles when prolonged traffic jams occur; require vehicle drivers to comply with traffic rules, prevent accidents on steep passes, on mountainous roads with high risk of road traffic accidents, railway crossings and inland waterways.

During the time when pupils and students go to school directly: strengthening forces (traffic police, police of communes, wards, townships, civil defense, volunteers) to separate and regulate traffic in areas the school area at peak hours, avoiding prolonged traffic jams in the school area.

Responsibilities for ensuring traffic safety of competent authorities in Vietnam

- Focusing on inspecting, patrolling, controlling and strictly handling violations of traffic safety regulations on roads, railways and waterways;

- Paying attention to serious violations that are the direct causes of traffic accidents and traffic jams, such as: speeding violations, alcohol and drug concentration, carrying over the prescribed number of people and overloading, oversized limit, arbitrarily renovate vehicles on the road, fail to wear seat belts when sitting in cars, go to the wrong part of the road, lane, go in the opposite direction, the vehicle is out of service life, has passed the inspection deadline, drivers illegally operate vehicles in the electronic toll collection lane without stopping (ETC), commit violations when crossing the crossroads, carry over the safe waterline mark; the vehicle fails to ensure technical safety, is not equipped with life-saving and anti-wreck equipment, does not have a driving license or professional certificate; proactively prevent, stop and strictly handle gatherings causing public disorder, illegal racing;

- Resolutely handling and suppressing those who act against official duty performers; propagandize, educate, mobilize and appropriately handle violations committed by students and teenagers when participating in traffic;

- Promoting communication and dissemination of traffic safety laws, and guide safe traffic skills, especially on highways. News agencies and press regularly update timely traffic accidents, traffic jams, information to support travel guidance during the holidays;

- Persistently mobilizing People to implement "Drink alcohol products and beer - don't drive"; “Do not use your phone while driving”; “Wear standard helmets when riding motorbikes, motorbikes and electric bicycles”; “Fasten seat belts when sitting in a car”; Strictly complying with regulations on prevention and control of Covid-19 epidemic.

- Publishing the telephone number of hotlines on traffic safety assurance of central agencies and each locality; ensuring a 24/7 response plan to receive people's complaints about traffic safety situation during the holidays, promptly handle and overcome arising cases.

- Ministries, sectors and localities shall report traffic safety situation during 04 days of public holidays April 30 and May 1 to the National Traffic Safety Committee before 3pm on May 3, 2022 to summarize and report to the Prime Minister of Vietnam.
