Pursuant to Article 2 of Circular 01/2022/TT-BXD stipulating as follows:

“Article 2. Implementation principles
1. Ensure publicity and democracy, promoting the right to mastery and the active and active participation of the community and people. Prioritize the use of local materials and local labor to support the poor and near-poor households in the poor districts under the Program.
2. Decentralize localities in construction and implementation in accordance with conditions, characteristics, cultural identities, customs and practices of the nation and regions associated with national defense consolidation, security.
3. Direct support to each poor and near-poor household. Priority is given to support poor ethnic minority households and poor households whose members are people with meritorious services to the revolution.
4. Mobilize from various capital sources for implementation, combine the State and the people to work together on the principle: The State supports, the community helps, households organize their own housing construction.
5. Strengthen inspection, examination, supervision and assessment of the implementation of housing support for poor households and near-poor households in poor districts at all levels and sectors. Accordingly, for poor households who are ethnic minorities and poor households whose members are people with meritorious services to the revolution, priority will be given to housing support in Vietnam - National Targeted Programs for Sustainable Poverty Reduction in the period of 2021-2025.

2. The average housing area per capita of poor and near-poor households is less than 8m2.
3. Housing support from programs, schemes and policies of the State, socio-political organizations or other social organizations has not been received yet.”

Thus, only poor and near-poor households in one of the three cases listed above will be eligible for housing support in Vietnam - National Targeted Programs for Sustainable Poverty Reduction in the period of 2021-2025.

“Article 4: Requirements for housing quality after being supported
1. After being supported for new construction or repair, the house must ensure a minimum usable area of ​​30m2, ensure the "3 hard" (foundation - hard foundation, frame - hard wall, hard roof) and the life of the apartment. home for 20 years or more.
2. The foundation, frame - wall, roof parts of the house must be made from materials of good quality, not made of temporary, perishable and flammable materials. Specifically:
a) "Hard foundation" is the foundation - foundation made of materials that increase the stiffness of the foundation such as: cement mortar - sand, concrete, reinforced concrete, brick/stone, brick paving, wood;
b) "Hard frame - wall" includes frame, column, wall system. Depending on specific conditions, frames and columns are made from various materials: reinforced concrete, iron, steel, solid wood; walls built of brick/stone or made of sturdy wood;
c) “Hard roof” includes roof support system and roof. Depending on specific conditions, the roof support system can be made of various materials: reinforced concrete, iron, steel, and solid wood. Roof made of reinforced concrete, tiled. In case the roof is made of corrugated iron with imitation tiles, cold corrugated iron, insulated corrugated iron, corrugated iron and has a solid supporting structure (iron frame, wood, etc.), which is firmly linked to masonry walls, reinforced concrete columns, the roof respect this case is considered durable material;
Depending on actual conditions, housing parts can be made of locally available materials of equivalent quality, meeting technical standards and regulations, and ensuring shelf life. Accordingly, housing supported for poor households and near-poor households in Vietnam - National Targeted Programs for Sustainable Poverty Reduction must meet the quality requirements of this Decree above.

Circular 01/2022/TT-BXD will take effect from August 15, 2022.
