Thus, if a person is elected, approved, appointed to a position or title according to the term of office in the People's Public Security, we can identify that person as an cadre.
If a person is recruited or appointed to ranks, positions or titles in the People's Public Security Forces, they may be identified as civil servants.
Note:
In case the People's Public Security Forces are officers, non-commissioned officers serving under the professional regime, public security workers, they are definitely not civil servants.
Police chiefs of communes, wards and townships must be civil servants according to the law on public servants of grade x.
What is the current salary of the police of Vietnam?
In Resolution 34/2021/QH15, the National Assembly agreed to delay the salary reform to an appropriate time. Accordingly, plans to reform wages for people working in the army and police were also delayed to an appropriate time, not from July 1, 2022 as in the spirit of Resolution 27 2018.
Therefore, salary reform has not been implemented, so the salary of the police force and army in 2022 will still be implemented according to current regulations.

Military and police salary coefficients in 2022 are implemented in accordance with Decree 204/2004/ND-CP.
