Vietnam: Periodical reassignment in human resources management and insured subjects eligible for agricultural insurance assistance policies under the new policies taking effect from June, 2022?
Periodical reassignment in human resources management of Vietnam
According to Circular 3/2022/TT-BNV on the list and periodical reassignment for civil servants and public employees who directly contact and handle the work of localities in human resources management promulgated by the Minister of Home Affairs, there are the regulations on periodical reassignment in human resources management of Vietnam. The periodical reassignment for these civil servants and public employees is fully from 3 to 5 years.
The list of working positions in human resources management must periodically reassign:
- Evaluating personnel, requesting competent persons to designate, mobilize, reassign, and provide training for cadres, civil servants and public employees.
- Organizing recruitment and examinations for officials and civil servants; examinations for the purpose of promotion of the rank of civil servants and examinations for the purpose of promotion of professional titles taken by public employees
- Examining applications for approval for organizational apparatus and payroll.
- Evaluating the plans for establishing or restructuring state agencies, organizations, units, state-owned enterprises, non-governmental organizations, non-governmental organizations, and professional associations.
- Appraisal of applications for establishment, merger, division, and adjustment of administrative boundaries at all levels.
- Examining petitions for commendations and disciplinary actions.
- Allocating budget for expenditure and training.
- Managing and implementing the regimes of wages for cadres, civil servants, public employees and employees.
Circular 3/2022/TT-BNV takes effect from June 1, 2022.
Eligibility of honorary consul candidate in Vietnam
The criteria for foreign honorary consular candidates in Vietnam are specified in Decree 26/2022/ND-CP. Eligibility of honorary consul candidate in Vietnam are:
- Have nationality of the sending country or Vietnam.
The case of a person who has nationality of a third country or more than one nationality requires consent of the Ministry of Foreign Affairs in accordance with procedures under Clause 2 Article 5.
Said consent can be withdrawn at any time without reason. In this case, the Ministry of Foreign Affairs shall inform the sending country via a diplomatic note.
- Reside in Vietnam or has been residing, working for at least 1 year in a consular district.
- Is not a public official, official, public employee, or employee paid by the state budget of any country.
- Situate head office or residence within consular district of the consulate which the individual is expected to head.
- Have clear judicial record.
- Have financial capacity and social credibility.
Decree 26/2022/ND-CP takes effect from June 1, 2022.
Implementation of agricultural insurance assistance policies in Vietnam
In Decision 13/2022/QD-TTg on the implementation of agricultural insurance assistance policies issued by the Prime Minister, the Prime Minister as follows:
Insured subjects eligible for premium subsidies include:
- Plants: Rice, rubber, pepper, cashew and coffee trees.
- Domestic animals: buffaloes, cows, pigs.
- Aquaculture species: giant tiger prawns, whiteleg shrimps and pangasius fish.
Areas eligible for premium subsidies include:
- With regard to plants:
+ With regard to rice, subsidies will be granted in the following provinces: Thai Binh, Nam Dinh, Nghe An, Ha Tinh, Binh Thuan, An Giang and Dong Thap.
+ With regard to rubber trees, subsidies will be granted in the following provinces: Kon Tum, Gia Lai, Dak Lak, Binh Thuan, Binh Phuoc, Tay Ninh, Binh Duong and Dong Nai.
+ With regard to coffee trees, subsidies will be granted in the following provinces: Son La, Kon Tum, Gia Lai, Dak Lak, Dak Nong, Lam Dong and Binh Phuoc.
+ With regard to pepper trees, subsidies will be granted in the following provinces: Gia Lai, Dak Lak, Dak Nong, Binh Phuoc, Dong Nai and Ba Ria - Vung Tau.
+ With regard to cashew trees, subsidies will be granted in the following provinces: Gia Lai, Dak Lak, Lam Dong, Binh Thuan, Binh Phuoc and Dong Nai.
- With regard to domestic animals:
+ With regard to buffaloes and cows, subsidies will be granted in the following provinces and central-affiliated cities: Ha Giang, Vinh Phuc, Hanoi, Thanh Hoa, Nghe An, Binh Dinh, Gia Lai, Dak Lak, Lam Dong, Dong Nai and Binh Duong.
+ With regard to pigs, subsidies will be granted in the following provinces and central-affiliated cities: Bac Giang, Hanoi, Thai Binh, Nam Dinh, Thanh Hoa, Nghe An, Binh Dinh, Dak Lak and Dong Nai.
- With regard to giant tiger prawns, whiteleg shrimps and pangasius fish, subsidies will be granted in the following provinces: Ben Tre, Tra Vinh, Soc Trang, Bac Lieu and Ca Mau.
Decision 13/2022/QD-TTg on implementation of agricultural insurance assistance policies takes effect from June 24, 2022.
