Agencies and non-business units of the Vietnamese Communist Party, Fatherland Front, and local socio-political organizations (provincial and district levels) have 64,266 payrolls (Appendix 2 attached), including
+ 55,949 officials and civil servants;
+ 6,959 officials
+ 1,358 temporary trade union payrolls.

According to Conclusion 40-KL/TW in 2022 on improving the efficiency of payroll management of the political system in the period 2022-2026 issued by the Central Committee of Vietnam:
- The payroll assigned for the period 2022 - 2026 does not include contract workers.
- Agencies, organizations and units decide by themselves the use of labor contracts and pay salaries and allowances for contract workers according to regulations from the recurrent expenditure budget of the agency or unit.
