From August 1, 2022, the Ministry of Planning and Investment will put into operation the new Vietnam National Procurement Network System (System) at https://muasamcong.mpi.gov.vn instead of the old address at http://muasamcong.mpi.gov.vn.
The Ministry of Planning and Investment proposes ministries, ministerial-level agencies and agencies attached to the Government; People's Committees of provinces and centrally run cities; Economic groups and state-owned corporations shall notify and urge bid solicitors and affiliated contractors to urgently change accounts from the old system to the new system according to the Appendix (attached) and instruction manual on the System.

"I. Account Converting Process
1. Subjects of account conversion
Agencies and units that have accounts as bid solicitors, contractors, and training institutions on the old system will be converted to an account that is an organization participating in the system with corresponding roles on the system. new as prescribed in Clause 9 Article 3 of Circular No. 08/2022/TT-BKHDT.
2. Process of account conversion
Step 1: The agency or unit receives information to convert accounts from the old system to the new system
The system sends information about account conversion to the email address of the person in charge of the bid solicitor, contractor, and training institution registered on the old system, including the following:
- Identification number of the agency or unit on the new system;
- List of accounts in the role of bid solicitors, contractors, training institutions of agencies and units on the old system that are converted to the new system.
- Login username and password on the new System.
In case your agency or unit discovers that the list of converted accounts is incorrect or needs to update your email address to receive account conversion information, please send a scanned copy of the document (with full signature and seal) according to the form attached to this Appendix and send it to the email address: hotro@muasamcong.gov.vn. Within 02 working days, the National Online Procurement Center will update and send the account conversion information to the email address in the agency's document.
Step 2: Confirm, update information
The agency or unit using the granted account shall log in to the new system to check and confirm the information about the account conversion (including general information about the account; information about bidding for accounts that have been registered with the new system). the role of the bid solicitor; information on the capacity profile for accounts acting as a contractor; information on the list of students for accounts acting as a training institution) according to the User Manual. used on the System.
