* For 6, 7, 8, 10 and 11 graders in the 2023-2024 school year:

Under Article 12 of Circular 22/2021/TT-BGDDT on grade advancement, re-assessment during summer break, and grade retention:

Grade advancement, re-assessment during summer break, and grade retention
1. A student who meets following eligibility may advance to the next grade or be recognized as to have completed lower education program or upper education program:
a) Training results of the entire school year (including re-assessment results after training during summer break according to Article 13 hereof) are Qualified or higher.
b) Learning results of the entire school year (including re-assessment results of all subjects according to Article 14 hereof) is Qualified or higher.
c) Number of days leave does not exceed 45 half-days (calculated according to education plans which is 1 half-day for every day under formal education plan, including permitted leave, unpermitted leave, continuous leave, and intermittent leave).
2. In case a student must undergo training during summer break, comply with Article 13 hereof; students must attend re-examination or re-assessment of subjects during summer break as per Article 14 hereof.
3. A student who does not meet all eligibility under Clause 1 of this Article are not allowed to advance to the next grade or recognized as to have completed lower secondary education level or upper secondary education level.

* For 9 and 12 graders in the 2023-2024 school year:

Under Article 15 of Circular 58/2011/TT-BGDDT on the assessment of lower and upper secondary school students currently applicable to 9 and 12 graders:

Grade advancement or non-grade advancement
1. Students who meet the following conditions may advance to the next grade:
a) Tranining and learning results from M or more;
b) Off from class is not more than 45 sessions in a school year (on leave allowed or not allowed, on leave continuously or several times combined).
2. Students of one of the following cases may not advance to the next grade:
a) Off from class is more than 45 sessions in a school year (on leave allowed or not allowed, on leave continuously or several times combined);
b) Learning results of school year reached Poor grade or Learning results and training results of school year reached Weak grade;
c) After being reexamined a number of subjects, subjects assessed by scoring with GPA below 5.0 or the subjects assessed by comment ranked NS, to re-classify the Learning results for school year but still not satisfactory medium grade.
d) training results of school year reached weak grade, but not completing the training mission in the summer holidays so still be graded weak on training results.

Thus:

- In the 2023-2024 school year, lower and upper secondary school students with a grade point average of one subject under 5 in the 2023-2024 school year advance to the next if the learning results are Qualified for 6, 7, 8, 10 and 11 graders, and Medium grade for 9 and 12 graders.

- When there is a grade point average of one subject under 5 and learning results are assessed as Weak, students must retest. Retest scores must be GPA or higher to be considered for grade advancement for 9 and 12 graders.

- If students have a grade point average of one subject under 5 but at 2.0 - 3.4 points (Unqualified), they must retest. If the retest scores meet the standards, they shall be considered for grade advancement for 6, 7, 8, 10 and 11 graders.

At the same time, the remaining conditions in Article 15 of Circular 58/2011/TT-BGDDT for 9 graders and Article 12 of Circular 22/2021/TT-BGDDT for 6, 7, 8, 10, and 11 graders must be met for grade advancement.

What are the cases in which lower and upper secondary school students are subject to grade retention in Vietnam?

* For 6, 7, 8, 10, and 11 graders:

Under Article 12 of Circular 22/2021/TT-BGDDT, a student who does not meet the following eligibility may advance to the next grade or be recognized as having completed lower education program or upper education program:

- Training results of the entire school year (including re-assessment results after training during summer break according to Article 13 of Circular 22/2021/TT-BGDDT) are Qualified or higher.

- Learning results of the entire school year (including re-assessment results of all subjects according to Article 14 of Circular 22/2021/TT-BGDDT) are Qualified or higher.

According to the provisions of Article 15 of the Regulation promulgated together with Circular 58/2011/TT-BGDDT, students in one of the following cases may not advance to the next grade:

- Off from class is more than 45 sessions in a school year (on leave allowed or not allowed, on leave continuously or several times combined);

- Learning results of the school year reached Poor grade or Learning results and training results of the school year reached Weak grade;

- After being reexamined several subjects, subjects assessed by scoring with a GPA below 5.0 or the subjects assessed by comment ranked NS, to re-classify the Learning results for the school year but still not the satisfactory medium grade.

- Training results of the school year reached weak grade, but not completing the training mission in the summer holidays so still be graded weak on training results.

The roadmap for assessing lower and upper secondary school students in Vietnam shall comply with Article 21 of Circular 22/2021/TT-BGDDT as follows:

- From the 2021-2022 school year for grade 6.

- From the 2022-2023 school year for grades 7 and 10.

- From the 2023-2024 school year for grades 8 and 11.

- From the 2024-2025 school year for grades 9 and 12.
