What requirements do toys for preschool children need to meet in Vietnam?

Pursuant to Section 1 of Circular 47/2020/TT-BGDDT stipulating requirements for toys used for children in preschool institutions as follows:

Safety of toys

- Toys to ensure safety in accordance with the current regulations of the Government detailing the implementation of a number of articles of the Law on Quality of Products and Goods and regulations of the Ministry of Science and Technology on the safety of children's toys.

- Toys meet the current regulations on technical standards of the Ministry of Education and Training.

- Toys clearly state copyright information (stamps, labels, import places, places of manufacture, expiry dates, installation and storage); have a certificate of conformity with a valid validity period; stamped with regulatory conformity.

- For homemade toys: materials and materials that ensure hygiene, safety, non-toxic to users; limit the use of toys made from recycled plastics and single-use plastic products.

The aesthetics of toys

- Ensure aesthetics, harmonious and vivid colors.

- Reasonable layout, vivid, attractive appearance, stimulating children's interest.

- Ensure the size and weight are suitable for the physical and usability of the child (easy to play, easy to move).

The educational properties of toys

- Conform to the contents of the preschool education program and child care and education activities in preschool institutions; help children develop physical, linguistic, intellectual, aesthetic, emotional, and social skills.

- Meet the requirements for the development of the preschool education program, in accordance with the integration trend and methodological innovation requirements.

- Toys that do not contain violent content, disinformation, political, religious, ethnic or gender discrimination.

- Toys are designed to stimulate physical development, thinking and creativity; suitable for the needs and development of each age group.

- Support children with special needs including physical, sensory and academic needs.

What are the principles for choosing toys and learning materials used in preschool institutions in Vietnam?

Pursuant to Article 3 of Circular 47/2020/TT-BGDDT stipulating the principles of selection of toys and learning materials used in preschool education institutions as follows:

- Toys included in the list of teaching equipment promulgated by the Ministry of Education and Training comply with current regulations.

- Toys not included in the list of teaching equipment issued by the Ministry of Education and Training and learning materials are selected according to the following principles:

+ Toys and learning materials to meet the requirements specified in Sections 1 and 2, Chapter 2 of this Circular;

+ Select toys and learning materials based on the actual needs of implementing the preschool education program; development of the Early Childhood Education Program; plans for the implementation of school year tasks; annual thematic implementation plan;

+ Select toys and learning materials based on actual conditions: material (location, space); in terms of resources (the ability to exploit, use and apply toys of managers and teachers).

- Ensure open, transparent and lawful implementation.

What is the process of choosing toys and learning materials for children in preschool institutions of Vietnam?

Pursuant to Article 11 of Circular 47/2020/TT-BGDDT stipulating the process of selecting toys and learning materials for preschool children as follows:

- Preschool education institutions based on requirements and principles for selection of toys and learning materials; school year implementation plan; annual thematic implementation plan; practice activities of nurturing, caring for and educating children, conducting review and classification of existing toys and learning materials.

- On the basis of the list of toys and learning materials proposed by teachers and administrators, the head of the preschool education institution shall organize a selection council for toys and learning materials. The list of toys and materials proposed for selection is signed by professional leaders and representatives of teachers of groups/classes.

- The Council shall hold meetings, discuss and evaluate toys and learning materials on the basis of the proposed list of toys and learning materials. The selected list of toys and materials must reach more than 1/2 (one-second) of the number of council members who approve the selection.

- The Council shall summarize the results of the selection of toys and learning materials used in preschool institutions into minutes, signed by members of the Council.

- The Council shall propose to the head of the preschool education institution the list of toys and learning materials that have been selected by the Council for use in the preschool education institution.

- On the basis of the council's proposal, the head of the preschool education institution shall approve the list of toys and learning materials used in the preschool education institution; make procurement plans, propose to superior management agencies; make your own toys, learning materials.
