What are the conditions for establishing economic zones in provinces or centrally-run cities in Vietnam?
Pursuant to Article 14 of Decree 35/2022/ND-CP stipulating the conditions that must be met when establishing an economic zone are as follows:
Article 14. Establishment of an economic zone
1. An economic zone is classified into a coastal economic zone, bordergate economic zone and specialized economic zone (hereinafter referred to as economic zone).
2. An economic zone can be established if the following conditions are satisfied:
a) The economic zone-to-be must conform to the provincial or regional development plan; must be on the list of economic zones in a province and centrally-affiliated city;
b) The economic zone-to-be has capabilities of mobilizing resources intended for investment in construction of technical utility and social infrastructure facilities of the economic zone and development of the production and business sector;
c) The economic zone-to-be must prove its socio-economic efficiency;
d) The economic zone-to-be must ensure conformance to environmental protection conditions specified in law on environmental protection;
dd) The economic zone-to-be must ensure conformity with national defence and security requirements.

Dossiers, order and procedures for establishment of Vietnam's coastal economic zones?
Step 1: Prepare dossiers for establishment of economic zones
Pursuant to Article 15 of Decree 35/2022/ND-CP stipulating the dossier of establishment of an economic zone as follows:
Article 15. Documentation requirements for establishment of an economic zone
1. The project on establishment of an economic zone under the control of the provincial People’s Committee must contain the followings:
a) Legal basis for and necessity of establishment of that economic zone;
b) Evaluation of the current state, geographical, natural, resource and socio-economic factors and conditions, comparative advantages and disadvantages of the area to be developed into an economic zone in comparison to others nationwide;
c) Assessment and interpretation of capabilities of satisfying the conditions for establishment of the economic zone that are prescribed in clause 2 of Article 14 herein (enclosing relevant documents);
d) The proposed plan for development of an economic zone shall contain the followings: developmental objectives, dimensional scale, features and functions of the economic zone; developmental orientations of sectors and industries; plan for spatial development and development of functional sections inside the economic zone; investment, construction and development plan and schedule of the economic zone;
dd) Recommended solutions and implementation thereof;
e) Representation of the plan for establishment of the economic zone on the map at scale 1:10.000 - 1:25.000.
2. Transmittal form submitted to the Prime Minister by the provincial People’s Committee for proposal for establishment of the economic zone.
3. Such documentation shall be made into 10 sets, comprising at least 02 original ones (01 original set submitted to the Prime Minister) and 09 sets submitted to the Ministry of Planning and Investment for evaluation purposes as prescribed in Article 16 hereof.
Step 2: Send dossiers, collect appraisal opinions
- Within 03 working days from the date of receipt of a complete dossier as prescribed in Article 15 of this Decree, the Ministry of Planning and Investment shall send the dossier for appraisal opinions of relevant state agencies.
- In case the dossier does not meet the provisions of Article 15 of this Decree, the Ministry of Planning and Investment shall notify in writing the dossier to the Provincial People's Committee to supplement or amend the dossier. The time for supplementing and amending dossiers is not included in the appraisal period.
- Within 20 days from the date of receipt of the dossier of appraisal opinion collection as prescribed in Clause 1 of this Article, the agency to be consulted shall have appraisal opinions on the contents under its state management and send it to the Ministry of Planning and Investment.
Step 3: Submit to the Prime Minister for consideration and decision on the establishment of economic zones
Within 45 days from the date of receipt of a complete dossier, the Ministry of Planning and Investment shall prepare an appraisal report including the contents specified in Clause 5 of this Article and submit it to the Prime Minister for consideration and decision on the establishment of an economic zone.
In case of necessity, the Ministry of Planning and Investment shall establish an appraisal council or hold a meeting with relevant state agencies and provincial-level People's Committees to clarify relevant issues.
List of coastal economic zones of Vietnam today?
A coastal economic zone is an economic zone established in a coastal area and in the vicinity of a coastal area.
Pursuant to Clause 1, Article 1 of Decision 1453/QD-TTg in 2020 stipulating the addition of Quang Yen Coastal Economic Zone (Quang Ninh), Quang Tri Southeast Economic Zone (Quang Tri), Thai Binh Coastal Economic Zone (Thai Binh) and Ninh Co Economic Zone (Nam Dinh) to the Development Plan of Coastal Economic Zones of Vietnam to 2020 specified in Point a Clause 4 Article 1 of Decision 1353/QD-TTg of 2008 of the Prime Minister on the approval of the Planning Scheme for development of coastal economic zones of Vietnam until 2020.
Accordingly, Vietnam has the following coastal economic zones:

+ Dinh Vu – Cat Hai Economic Zone (Hai Phong);
+ Nghi Son Economic Zone (Thanh Hoa);
+ Southeast Nghe An Economic Zone (Nghe An);

+ Hon La Economic Zone (Quang Binh);
+ Chan May Economic Zone – Lang Co (Thua Thien Hue);
+ Chu Lai Open Economic Zone (Quang Nam)
+ Dung Quat Economic Zone (Quang Ngai);
+ Nhon Hoi Economic Zone (Binh Dinh);
+ Nam Phu Yen Economic Zone (Phu Yen);
+ Van Phong Economic Zone (Khanh Hoa);

- Construction of coastal economic zones in the North: first of all, build Van Don economic zone in Quang Ninh province to become an opening to the sea, develop towards economic integration with Northeast Asia, in the cooperation of two corridors, a coastal economic belt in the Gulf of Tonkin.
- Construction of coastal economic zones in the Central region: first of all, build Vung Ang economic zone, Ha Tinh province and Van Phong economic zone, Khanh Hoa province to become an open door to the sea and in the direction of cooperation in developing the East-West and North-South economic corridors.
- Construction of coastal economic zones in the South: first of all, build Phu Quoc economic zone, Kien Giang province to become an open door to the sea, integrating into the ASEAN regional economy.
