What are the process and criteria of considering and awarding the title of "Excellent Capital Citizen"?
Pursuant to Article 6 of the Regulation enclosed with Decision 03/2018/QD-UBND of Vietnam stipulating the process of considering and awarding the title of "Excellent Capital Citizen" as follows:
"Article 6. The process of considering and awarding
1. The districts, towns and units of the City are responsible for considering the most outstanding individuals in the fields to introduce to departments, Central Committee of Viet Nam Fatherland Front, political and social organizations, relevant agencies, departments to summarize and submit to the City People's Committee for consideration and commendation.
2. Departments and divisions request agencies and units to detect, propose and synthesize proposals from agencies and units; organize the consideration and selection of 01 to 02 most typical outstanding individuals in the field of their responsibility, and submit them to the City People's Committee for consideration and commendation.
3. Board of Emulation - Commendation, Department of Home Affairs:
a) Review and appraise the dossier, consult relevant units, summarize and submit to the City's Emulation - Commendation Council for consideration.
b) Synthesize and advise the City People's Committee to report to the Standing Committee of the City Party Committee on the list of individuals to be awarded.
c) Publicize the list of individuals expected to be awarded on the City newspapers, radio stations and the website of the City People's Committee to ask for people's opinions (the time to ask for opinions is 15 days). ).
d) Summarize and submit to the Chairman of the City People's Committee for consideration and decision."
Thus, the process of considering and awarding the title of "Excellent Capital Citizen" is regulated as above.
Pursuant to Article 5 of the Regulation enclosed with Decision 03/2018/QD-UBND of Vietnam stipulating the criteria for considering and awarding the title of "Excellent Capital Citizen" as follows:
"Article 5. Criteria
Individuals to be considered for the title of “Excellent Capital Citizen” must meet the following criteria:
1. Having exceptionally excellent achievements, leading in each field: production labor, business, state management, party work, mass organizations, security - defense, science and technology, environmental protection, culture and art, health, education and training, physical training and sports, social work, charity, etc., setting a good example for everyone to learn and follow. The achievements must have made a special contribution to the construction and development of the Capital.
2. Devotion, honesty, representing the spirit: Diligent – Economical - Integrity - Righteousness - Public-mindedness - Impartial.
3. To well observe the guidelines and policies of the Party and the laws of the State; exemplary in building culture at the unit, family and residence."
Thus, in order to be considered for the title of "Excellent Capital Citizen", an individual must meet the above criteria.
How to apply for considering and awarding the title of "Excellent Capital Citizen"?
Pursuant to Article 7 of the Regulation enclosed with Decision 03/2018/QD-UBND of Vietnam stipulating the procedures and dossiers of application for consideration and commendation of the title of "Excellent Capital Citizen" are prescribed as follows:
"Article 7. Procedures and dossiers of request for consideration and donation
1. Dossier for consideration and award of titles (01 set of each type), including:
a) The report attached to the minutes of the meeting of the Emulation - Commendation Council of the unit.
b) Report (according to form No. 01 attached) and a horizontal extract (under form No. 02 attached) of the individual's achievements with the certification of the commendation level. Particularly, the achievement report must be certified by the residential group, residential area, the People's Committee of the ward, commune or town where the individual resides on the observance of the guidelines and policies of the Party and the laws of the State. .
c) Copies of relevant diplomas and certificates.
2. Time to submit application:
a) Districts and towns shall submit dossiers to relevant departments and agencies before June 30 of each year.
b) Departments and branches submit dossiers to the City People's Committee (via the Emulation - Commendation Board) before July 15 every year."
Thus, in order to be considered and awarded the title of "Excellent Capital Citizen", it is necessary to meet the procedures specified above.
