How many times can I register for the civil servant entrance quality accreditation in Vietnam?
Pursuant to Decree 06/2023/ND-CP regulating the accreditation of civil servant input quality issued by the Government on February 21, 2023.
In Article 2 of Decree 06/2023/ND-CP, there are the following provisions:
Principles of accreditation of civil servant entrance quality
1. The accreditation of civil servant entrance quality means the activity of assessing and recognizing necessary background knowledge for candidates before participating in the recruitment of civil servants at competent agencies.
2. Principles for accreditation of civil servant entrance quality are as follows:
a/ To ensure publicity, transparency, objectivity and lawfulness.
b/ To ensure practicality, efficiency and savings.
c/ The inspection results shall be used uniformly nationwide.
d) There is no limit to the number of times each candidate can be registered for the examination.
dd) Enhance the application of information technology and digital transformation in the organization conducting the accreditation of civil servant inputs.
According to Point d, Clause 2, Article 2 of Decree 06/2023/ND-CP above, the number of times of registration for the accreditation of civil servant entrance quality will be unlimited.
However, it should be noted that according to the provisions of Clause 1, Article 10 of Decree 06/2023/ND-CP, the results of the accreditation of civil servant entrance quality are valid for use within 24 months from the date of the approval decision of the Ministry of Home Affairs of Vietnam.

In which cases is not registered for the accreditation of civil servant entrance quality in Vietnam?
Pursuant to the provisions of Article 3 of Decree 06/2023/ND-CP on conditions for registration for civil servant entrance quality accreditation as follows:
Conditions for registration for civil servant entrance quality accreditation
1. Conditions for registration for civil servant entrance quality accreditation shall comply with the provisions of Clause 1, Article 36 of the Law on Cadres and civil servants in Vietnam.
2. The cases specified in Clause 2, Article 36 of the Law on Cadres and civil servants in Vietnam are not allowed to register for the accreditation of civil servant entrance quality.
Referring to the provisions of Clause 2, Article 36 of the Law on Cadres and Civil Servants 2008 as amended by point dd, Clause 20, Article 1 of the Law on Cadres and Civil servants in Vietnam and the revised Law on Public Employees 2019 as follows:
Conditions for registration for civil servant recruitment in Vietnam

2. The following persons may not register for recruitment for civil servants:
a) Not residing in Vietnam;
b/ Loss or limitation of civil act capacity;
c/ Being examined for penal liability; are serving or have completed serving the criminal judgment or decision of the Court but have not yet had their convictions cleared; are being subjected to administrative handling measures to be sent to compulsory detoxification establishments or compulsory education institutions.
Thus, cases in which civil servant entrance quality accreditation is not registered include:
- Not residing in Vietnam;
- Loss or limitation of civil act capacity;
- Being examined for criminal liability; are serving or have completed serving the criminal judgment or decision of the Court but have not yet had their convictions cleared;
- Being subjected to administrative handling measures for compulsory detoxification or compulsory education.
What are the input quality inspection results in Vietnam used for?
Pursuant to the provisions of Clause 1 Article 10 of Decree 06/2023/ND-CP, Clause 2 Article 10 of Decree 06/2023/ND-CP, Clause 3 Article 10 of Decree 06/2023/ND-CP as follows:
Use of inspection results
1. The results of civil servant input accreditation are valid for use within 24 months from the date of issuance of the approval decision of the Ministry of Home Affairs of Vietnam. During the validity of the inspection results, the person who achieves the inspection results may register for the civil service recruitment examination at the agencies and organizations specified in Clause 1, Article 1 of this Decree nationwide.
2. Heads of agencies and organizations competent to recruit civil servants shall base themselves on the results of civil servant accreditation to prescribe conditions for registration for civil servant recruitment in Vietnam and organize round 2 examinations for those who achieve the accreditation results as prescribed in Clause 2, Article 8 and Point a, Point c, Clause 3, Article 14 of the Government's Decree No. 138/2020/ND-CP dated November 27, 2020 regulating the recruitment, employment and management of civil servants (hereinafter referred to as Decree No. 138/2020/ND-CP).
3. Entrance quality accreditation results for entrance examination participants for job positions requiring university degrees or higher may be used to replace entrance quality accreditation results for entrance examination participants for job positions with lower qualification requirements when registering for civil service recruitment in accordance with requirements recruit.
Thus, input quality inspection results are used for the following purposes:
- For civil service examinees:
+ Register for civil service recruitment exams at agencies and organizations nationwide;
+ Participants in the entrance examination for job positions requiring university degrees or higher are allowed to substitute entrance quality accreditation results for candidates taking the entrance examination for job positions with lower qualification requirements when registering for civil service recruitment in accordance with recruitment requirements.
- For heads of agencies and organizations competent to recruit civil servants: As a basis for stipulating conditions for registration for civil servant recruitment in Vietnam and organizing round 2 examinations for those who pass the accreditation results
Decree 06/2023/ND-CP takes effect from April 10, 2023.
