Article 1 Resolution 169/NQ-CP in 2023 on funding for paying the bonus applicable to the Ho Chi Minh Prize in literature and art states as follows:
- An advance of 30,813.2 million VND will be made from temporarily idle state treasury funds to supplement the budget for the Literary and Art Associations to promptly pay the prize rewards to authors and co-authors who receive the Ho Chi Minh Prize and the State Prize in literature and art according to the Award Decisions issued by the President on October 17, 2022 (Decision No. 1162/QD-CTN, No. 1163/QD-CTN, No. 1164/QD-CTN, No. 1165/QD-CTN) as proposed by the Ministry of Finance in the mentioned document. The Ministry of Finance is responsible for the content, data reporting, and proposals. The list of Literary and Art Associations to be supplemented with funds to pay the rewards to the authors and co-authors is as follows:
- Vietnam Musicians' Association: 5,617.3 million VND.
- Vietnam Cinema Association: 5,468.3 million VND.
- Vietnam Fine Arts Association: 2,682 million VND.
- Vietnam Photographic Artists' Association: 3,188.6 million VND.
- Vietnam Stage Artists' Association: 2,577.7 million VND.
- Vietnam Writers' Association: 5,364 million VND.
- Vietnam Folk Arts Association: 506.6 million VND.
- Vietnam Architects' Association: 253.3 million VND.
- Vietnam Dancers' Association: 5,155.4 million VND.
Thus, according to the content of Resolution 169/NQ-CP in 2023, over 30 billion VND will be advanced to pay the bonus applicable to the Ho Chi Minh Prize and the State Prize in literature and art to the authors and co-authors.

What are the criteria for consideration for awarding the Ho Chi Minh Prize in literature and art in Vietnam?
Under the provisions at Article 9 of Decree 90/2014/ND-CP (as amended by Clause 2, Article 1 of Decree 133/2018/ND-CP):
Criteria for consideration for awarding the Ho Chi Minh Prize in literature and art
Authors considered for the “Ho Chi Minh Prize” must have literary and artistic works and projects meeting the following criteria:
1. For works and projects published and used before 1993:
a) They have a significant impact on serving the revolutionary cause, with widespread and long-term influence in social life, making a significant contribution to changing the public's perception in the cause of Vietnam's literary and artistic development, and building and defending the Fatherland;
b) They have particularly outstanding literary and artistic value, in terms of both ideological content and artistic form.
2. For works and projects published and used after 1993:
a) They have a significant impact on serving the revolutionary cause, with widespread and long-term influence in social life, making a significant contribution to changing the public's perception in the cause of Vietnam's literary and artistic development, and building and defending the Fatherland;
b) They have particularly outstanding literary and artistic value, in terms of both ideological content and artistic form: Having won the Gold Prize, A Prize, or First Prize at national professional competitions, festivals, and exhibitions in literature and art organized by the Ministry of Culture, Sports and Tourism, or the highest prize of the Central Specialized Literary and Art Associations, or having won the highest award at reputable international professional competitions, festivals, and exhibitions in literature and art.
The criteria for consideration for awarding the Ho Chi Minh Prize in literature and art shall follow the above regulations.
What does the application for consideration for awarding the Ho Chi Minh Prize in literature and art in Vietnam include?
Under the provisions at Article 14 of Decree 90/2014/ND-CP (as amended by Clause 5, Article 1 of Decree 133/2018/ND-CP):
Application for consideration for awarding the “Ho Chi Minh Prize”, “State Prize” in literature and art
1. The application for consideration for awarding the “Ho Chi Minh Prize”, “State Prize” in literature and art includes:
a) Registration form for literary and artistic works and projects consideration for awarding for the “Ho Chi Minh Prize”, “State Prize” in literature and art according to Form No. 1a and Form No. 1b in the Appendix issued with this Decree;
b) Copies or photographic reproductions of the works and projects consideration for awarding for the “Ho Chi Minh Prize”, “State Prize” on A4 paper size, accompanied by basic information about the year and month of publication, and a summary of the works' content;
c) Award Decision or Award Certificate for the works and projects specified at point b, Clause 2, Article 9 and point b, Clause 2, Article 10 of this Decree: Submit copies from the original register or certified copies or copies and present the originals for comparison (if submitting the application directly); submit copies from the original register or certified copies (if submitting the application by mail);
d) For literary and artistic works and projects of foreign authors, the application using a foreign language must be accompanied by a certified Vietnamese translation;
dd) Other relevant documents (if any).
2. The author registering literary and artistic works and projects consideration for awarding for the “Ho Chi Minh Prize” or “State Prize” by specialized area shall send 01 application set according to the provisions in Clause 1 of this Article directly or by mail to the Department of Culture, Sports and Tourism or the Central Literary and Art Association in cases where the author is a member, within the time defined in the Plan.
In cases where the author has passed away, the legal representative of the author or the Executive Committee of the Literary and Art Association where the author was a member, after agreeing with the legal representative of the author, shall register the works and projects consideration for awarding for the “Ho Chi Minh Prize” or “State Prize” as per regulations.
Thus, the application for consideration for awarding the Ho Chi Minh Prize in literature and art in Vietnam includes the documents specified above.
