Vietnam: Is May 19, 2024 the 134th anniversary of President Ho Chi Minh's birth?
According to the provisions in Article 4 of Decree 145/2013/ND-CP which stipulates major holidays as follows:
Major Holidays
Major holidays in the country include:
1. Lunar New Year (January 1 in the lunar calendar).
2. The founding day of the Communist Party of Vietnam (February 3, 1930).
3. The Hung Kings' Anniversary (March 10 in the lunar calendar).
4. Liberation Day, Reunification of the country (April 30, 1975).
5. Dien Bien Phu Victory (May 7, 1954).
6. The birth of President Ho Chi Minh (May 19, 1890).
7. The August Revolution (August 19, 1945) and the National Day of the Socialist Republic of Vietnam (September 2, 1945).
According to the above regulations, May 19 is the birth date of President Ho Chi Minh, which is one of the major annual national holidays.
And May 19, 2024, marks the 134th anniversary of President Ho Chi Minh's birth.

Vietnam: How is the President Ho Chi Minh's Birth Anniversary organized?
Based on Article 10 of Decree 145/2013/ND-CP which stipulates the organization of the anniversary of President Ho Chi Minh's birth as follows:
(1) In odd years ending in 5, other years:
- In Hanoi, the leaders of the Communist Party, the State, former leaders of the Communist Party, the State, the leaders of the Central Committee of the Vietnam Fatherland Front, central committees, ministries and central authorities, mass organizations in the central government and Hanoi city visit the Mausoleum of President Ho Chi Minh and commemorate the heroes and martyrs at the Memorial. The Office of the Government of Vietnam presides, in cooperation with relevant agencies, to organize these activities;
- In Nghe An, the Provincial Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Nghe An province lay flowers at the statue of President Ho Chi Minh in 19 May Square, Vinh city, and at the Kim Lien Historical Site, Nam Dan district;
- Localities with memorials and relics of President Ho Chi Minh organize incense offering ceremonies to commemorate;
- Organize propaganda activities on mass media at central and local levels;
- Vietnamese representative agencies in countries with memorial houses, statues of President Ho Chi Minh organize incense offering ceremonies to commemorate.
(2) In round years:
- Organize a national-level ceremony:
In Hanoi, the Central Committee of the Communist Party, the National Assembly, the President, the Government of Vietnam, the Central Committee of the Vietnam Fatherland Front, Hanoi city, and Nghe An province solemnly organize the ceremony;
The leaders of the Communist Party, the State, former leaders of the Communist Party, the State, the leaders of the Central Committee of the Vietnam Fatherland Front, central committees, ministries and central authorities, central mass organizations, overseas representatives, the leaders of the Hanoi Party Committee, the People's Council, the People's Committee, the Vietnam Fatherland Front Committee of Hanoi city, the leaders of the Nghe An Party Committee, the People's Council, the People's Committee, and the Vietnam Fatherland Front Committee of Nghe An province, the Diplomatic Corps, and the heads of international organizations in Hanoi attend the ceremony;
The leaders of the Communist Party and the State deliver a commemorative speech;
- Other activities are organized as in odd years ending in 5, other years.
Definitions:
“Round year,” “odd year ending in 5,” “other years” refer to the ordinal number (times) of the events.
- “Round year” means years ending in “0”;- “Odd year ending in 5” means years ending in “5”;- “Other years” mean years ending in the remaining digits.
For the special case of organizing the Hung Kings' Anniversary, the determination of “round year,” “odd year ending in 5,” and “other years” is based on the solar calendar.
Are employees entitled to a day off on the 134th anniversary of President Ho Chi Minh's birth?
Based on Clause 6, Article 4 of Decree 145/2013/ND-CP which stipulates the major holidays as follows:
Major Holidays
Major holidays in the country include:
1. Lunar New Year (January 1 in the lunar calendar).
2. The founding day of the Communist Party of Vietnam (February 3, 1930).
3. The Hung Kings' Anniversary (March 10 in the lunar calendar).
4. Liberation Day, Reunification of the country (April 30, 1975).
5. Dien Bien Phu Victory (May 7, 1954).
6. The birth of President Ho Chi Minh (May 19, 1890).
7. The August Revolution (August 19, 1945) and the National Day of the Socialist Republic of Vietnam (September 2, 1945).
Additionally, based on Clause 1, Article 112 of the Labor Code 2019, it is stipulated:
Public Holidays
1. Employees are entitled to leave with full pay on the following public holidays:
a) Gregorian New Year: 01 day (January 1 in the Gregorian calendar);
b) Lunar New Year: 05 days;
c) Victory Day: 01 day (April 30 in the Gregorian calendar);
d) International Workers' Day: 01 day (May 1 in the Gregorian calendar);
dd) National Day: 02 days (September 2 in the Gregorian calendar and 01 day immediately before or after);
e) Hung Kings' Anniversary: 01 day (March 10 in the lunar calendar).

Employees are entitled to leave with full pay on the following 06 public holidays and festive occasions each year:
- Gregorian New Year;- Lunar New Year;- Victory Day;- International Workers' Day;- National Day;- Hung Kings' Anniversary.
The birth of President Ho Chi Minh (May 19, 1890) is a major holiday in Vietnam but it is not a public holiday for employees. Therefore, employees are not entitled to leave with full pay on President Ho Chi Minh's birth anniversary on May 19, and employees with work schedules will work as usual.
However, in 2024, the anniversary of President Ho Chi Minh's birth falls on a weekly day off (Sunday), so employees will have a day off without pay.
*Note: In case employees have their weekly day off on days other than Sunday, they will still work as usual.
