Pursuant to Clauses 1 and 2, Article 8 of Circular 02/2022/TT-BCT stipulates:
“Article 8. Intermediate market inspector
1. Responsibilities:
As a professional civil servant of the market management force, responsible for supporting and participating in performing a number of tasks in the specialized inspection and inspection activities of the market management force as assigned work, direction of the immediate superior or perform the functions and tasks of the assigned market management force.
2. Mission:
a) Participate in, assisting in the development and implementation of plans and plans for inspection and inspection in the assigned field or geographical area;
b) Inspect or assist and assist competent persons in inspecting and inspecting the observance of law as prescribed by organizations and individuals producing, trading, trading services in the locality. assigned;

“Article 8. Intermediate market inspectors

3. Standards of professional competence:
a) Understand the Party's policies and guidelines, the State's laws and local regulations related to the assigned field of inspection and control;
b) Firmly grasp the functions, tasks, powers and regulations of the local market management agency and the authority of the market manager titles in the law on handling of administrative violations;
c) Master regulations on contents, order and procedures for inspection and handling of administrative violations and implementation of professional measures by the market management force;
d) Be capable of using forms in inspection, handling of administrative violations and implementation of professional measures by the market management force; have the ability to analyze, synthesize and propose measures to organize the performance of tasks within the assigned scope;
dd) Proficiently use office equipment and other equipment to serve requirements of tasks.
4. Have standards of training and retraining qualifications:
Possess a college degree or higher with a major relevant to the field of operation of the market management force.”
Thus, the intermediate market inspectors will need to meet the standards of professional and professional competence and standards of training and retraining qualifications as prescribed above.
Accordingly, intermediate market inspectors need to be proficient in using office equipment and other equipment to serve the requirements of their duties. It is not required to use foreign languages and informatics.

Pursuant to Article 4 of Circular 02/2022/TT-BCT stipulating the political, ethical and lifestyle qualities of public servants in the market management industry:
“Article 4. General standards of political, moral and lifestyle qualities
1. Have a firm political opinion and bravery, being consistent with Marxism-Leninism and Ho Chi Minh thought; firmly grasp the guidelines, guidelines and regulations of the Party, policies and laws of the State; loyal to the Fatherland and abide by the Constitution of the Socialist Republic of Vietnam; protect the interests of the nation, people and people.
2. Fulfill the obligations of civil servants as prescribed by law; obey the law, maintain discipline, and administrative discipline, obey the assignment of tasks of superiors, model the implementation of internal rules and regulations of the Agency.
3. Have dedication, responsibility, integrity, honesty, objectivity, fairness and exemplary in performing official duties; politeness, culture and standards in communicating and serving the people.
