Vietnam: Is it necessary to present the Certificate of Civil Liability Insurance of the car owner when a car is inspected?
What are the regulations on the car inspection cycle in Vietnam?
Pursuant to Appendix XI issued together with Circular 16/2021/TT-BGTVT stipulating the car inspection cycle in Vietnam as follows:
- The first cycle only applies to unused cars that have been inspected for the first time within a period of 02 years, counting from the year of manufacture.
- Renovated vehicle is a motor vehicle that undergoes renovation, converts functions or changes one of the following systems: steering and braking (except for the case where an auxiliary brake pedal is installed).
- Vehicles that have been inspected and granted a Certificate of Inspection for a period of 15 days are not counted as the first cycle.
- Vehicles inspected for the second time (immediately after being inspected and granted the first cycle) with a period of inspection calculated on a periodic basis that is smaller than the inspection period of the first cycle, the time limit for inspection for the first cycle shall be determined. The second is granted with the inspection period of the first cycle corresponding to the "Type of vehicle" in the Table of inspection cycles but counting from the date of the first cycle level inspection.
For example, a car with up to 9 seats that is not in the transport business and is inspected and granted the first cycle on June 12, 2020 will be granted an Inspection Certificate with a period of 30 months, the inspection deadline is December 11 / 2020. 2022; Until June 17, 2020, when the vehicle comes for re-inspection to issue the Certificate of Inspection corresponding to the transport business vehicle, the time limit for inspection shall be granted as follows:
The first inspection cycle of vehicles with up to 9 seats with transportation business is 24 months from the date of inspection and the first cycle is issued on June 12, 2020, so the inspection period granted to the vehicle is: June 11, 2022.
- The production time of automobiles as the basis for granting the prescribed inspection cycle is calculated in years (like the way to calculate the service life of motor vehicles).
For example: Cars manufactured from January 1, 2018 are:
- By the end of December 31, 2020, it is counted as having produced up to (during) 2 years (2020 - 2018 = 02 years).
- From January 1, 2021, it is counted as having produced more than 2 years (2021 - 2018 = 03 years).

According to Article 6 of Circular 16/2021/TT-BGTVT of Vietnam stipulating the application for vehicle inspection as follows:
Necessary documents when producing vehicle dossiers and inspection documents
1. Produce vehicle dossiers
Preparation of vehicle dossiers shall be prepared when a motor vehicle is inspected for the first time to participate in traffic (cases where first-time inspection is conducted to issue Certificate of inspection and seal of inspection with 15 days of validity are not required to produce vehicle dossiers). When bringing motor vehicles to register authority for inspection and preparation of vehicle dossiers, vehicle users must present the following documents:
a) Present: documents on vehicle registration (master register of Vehicle registration issued by competent authority or notice of receipt of master register of registration certificate of vehicles used as security of credit institution) or notice on date of issuing registration;
b) Submit copies of record of factory release quality inspection for motor vehicles manufactured and assembled domestically (except liquidated motor vehicles);
c) Submit master register of Certificate of technical safety and environmental protection for renovated motor vehicles in case of recently renovated motor vehicles.
2. Conduct inspection
When bringing motor vehicles to register authority for inspection, vehicle users must present the following documents and information:
a) Documents under Point a and Point c Clause 1 of this Article;
b) Information on username, password, and address of website managing tracking units and/or camera for motor vehicles that are required to mount tracking units and/or camera;
c) Declare information on transport service providers in document monitoring notice according to the form under Annex I attached hereto.
According to the above regulations, when a motor vehicle is inspected, vehicle users must present the following documents:
- Documents on vehicle registration or notice on the date of issuing registration.
- Submit copies of record of factory release quality inspection for motor vehicles manufactured and assembled domestically (except liquidated motor vehicles);
- Submit master register of Certificate of technical safety and environmental protection for renovated motor vehicles in case of recently renovated motor vehicles.
- Information on username, password, and address of website managing tracking units and/or camera for motor vehicles that are required to mount tracking units and/or camera;
- Declare information on transport service providers in document monitoring notice.
Thus, when going to register a car, it is not necessary to present the certificate of civil liability insurance of the car owner.
How much is the car inspection service fee in Vietnam?
Pursuant to the Tariff of technical safety and environmental protection inspection services for motor vehicles, equipment and special-use motorcycles in circulation; assessment and calibration of motor vehicle inspection equipment promulgated together with Circular 55/2022/TT-BTC stipulating the car inspection service fee in Vietnam as follows:
